Job Summary
Assists the Board of Directors in developing, communicating, and implementing the Board of Director's strategy and vision to foster the social and economic advancement of the Haida Corporation; to preserve the Haida cultural resources and cultural identity and heritage for the benefit and welfare of the Corporation's members and to secure justice, freedom, and the political independence of the Haida Corporation Shareholders.
Oversees budget development, forms partnerships, and hires a team motivated to constructively move the organization into the future, providing a solid governmental service structure for the Shareholders. Promotes a positive organizational culture and work environment, emphasizing that our Shareholders are essential and appreciated. Supports team building among staff and the senior management team. Manages the organization's capital and drives the growth of the organization within the operations systems set out by the Board of Directors.
Job Duties & Responsibilities
STRATEGY & VISION
- Will have strategic and operating management responsibility for all aspects of the organization, including department integration, fundraising, operations, recruiting, and financial management.
- Works with the office administrator to complete updated job descriptions, annual evaluations, employee disciplinary actions, and administrative functions.
- Will have authority to bring new positions for approval to the Board of Directors to be added to the Corporation Operations.
- Ensures that the Board of Directors and the departments receive timely budget reports.
- Provides leadership, coordination, facilitation, and supervisory direction in developing short-and long-range plans for corporation and continuous development.
- Responsible for providing strategic leadership throughout the corporation by working with the Board of Directors, Contractors, and Staff to establish long-range goals, objectives, strategies, plans, and policies.
- Provides leadership and management expertise to implement the shareholder's mission and core values.
- Collaborates with the Board of Directors, Contractors, and Staff to develop and implement plans for the operations infrastructure of systems, processes, and personnel implementation to achieve the Shareholder's goals and objectives.
- Makes presentations to the Board of Directors and sub-committees.
- Prepare and submit routine reports on organizational activities to the Board of Directors to ensure progress toward organizational goals and objectives.
- Communicates official plans, policies, and procedures to staff when necessary.
- Must be adaptive, flexible, and diligent in ensuring the success of all the offices of the Corporate Government.
ORGANIZATIONAL WORK ENVIRONMENT
- Works to preserve and promote the culture, traditions, and history of the Haida Corporation Shareholders.
- Monitors the organizational work environment for transparency, work ethics, and morale.
- Fosters a success-oriented, accountable environment within the ANCSA corporate structure.
- Seeks legal review for appropriated documents, contracts, and transactions from the Administrator and outside Legal Counsel.
- Promotes constructive and success-orientated problem-solving among the corporate staff.
- Will prepare and give an annual report to the Shareholders.
- Will promptly complete monthly, quarterly, and annual reports and narratives to funding agencies.
TEAM-BUILDING
- Effectively ensures the corporation functions' morality, ethics, and legal standing fall within the bounds according to authorized personnel policies and procedures that conform to current applicable laws.
- Works in conjunction with the Administrator to screen key personnel. Screening assessments will be based on applicants who meet basic qualifications for the posted vacancy and ranking criteria derived from the approved position description, Native Preference, and other preferences defined by the Haida Corporation Board of Directors.
- The General Manager will also be responsible for formally documenting the termination of Contractors and Staff, which must be finalized through the Board of Directors' approval.
- Works to build trust among employees and ensure they know what is expected of them.
- Motivates and leads the management team.
- Responsible for implementing a quarterly team-building exercise.
- Will organize at least one company comprehensive team building event once a year.
- Manages, administers, and supervises the Haida Corporation Administrative Organization, including all Shareholders' departments, agencies, and offices to achieve the goals within available resources.
- Oversee the planning and organizing of workloads and staff assignments.
- Trains, motivates and evaluates assigned staff. Reviews progress and direct changes as needed.
- Conducts staff performance evaluations with the Administrator and coordinates their professional development plans.
CAPITAL ALLOCATION
- Work closely with the Board of Directors, Contractors, Staff, and key employees during the annual budgeting.
- Work closely with the Board of Directors and Staff on social awareness and maintain positive relationships with funding agencies.
- In collaboration with the Staff, advises the Board of Directors on financial conditions and current and future corporation needs.
- The General Manager will report monthly to the board of directors on the financial status of the Shareholder's operations. This includes but is not limited to, investments, savings, significant acquisitions, tax collections, and spending patterns for program budgets.
- Has contracting authority to purchase goods and services at most $10,000.00.
- Oversees and ensures that the Finance Auditors are effectively discharged in responsibility for grants and contracts and performed within budget. Monitors revenues and expenditures to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Ensures that all enacted policies and ordinances are followed and applied.
SUPERVISORY RESPONSIBILITIES
- Direct supervision over staff will be exercised, and the overall staff of the Administrative Department will be managed within the scope of delegated authority. Will confer with Contractors within the bounds of Board of Directors delegations.
Minimum Qualifications (Education & Experience)
- Bachelor's Degree in Public or Business Administration or a related field.
- Five (5) years of administrative experience in Corporate Governance.
- Demonstrated experience and provable track record managing multi-million-dollar budgets.
- Demonstrated experience and provable track record in understanding and working with federal, state, and local grant and regulations laws.
- Demonstrated experience and provable track record of understanding direct/indirect support costs, program development, and organizational planning.
- Demonstrated and provable track record of experience supervising multifunctional staff and services regulated by Corporate, State, and Federal guidelines.
- Proof of valid driver's license with acceptable driving record is required.
Preferred Qualifications (Education & Experience)
- Master's Degree Preferred, Public or Business Administration.
- Five (5) years successfully managing and supervising programs.
Necessary Knowledge, Skills, and Abilities
- Skilled experience with computer software: MS Office, Excel, Outlook, PowerPoint, Publisher, and other specialized software.
- Knowledge of community-based research methods, demographics, assessments, strategic planning, community-based action planning, organizational systems development, and problem-solving.
- Experience reviewing and developing work products initiated on a contractual basis.
- Experience writing internal controls, policies, and procedures to govern the organization's activities.
- Knowledge of "exclusive jurisdiction" and self-determination philosophy as it applies to corporate development strategies.
- Extensive knowledge of developing and applying for grants, demonstrated accountability for multimillion dollar grants compliance and contracts adherence.
- Considerable knowledge of modern policies and practices of public administration; working knowledge of finance, human resources, public works, public safety, and community development.
- Skilled in preparing and administering budgets; skilled in planning, directing, and administering programs.
- Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, corporate officials, and the public; ability to efficiently and effectively administer a corporate government.
- Substantial problem-solving is needed to devise solutions that address organizational processes that need improvement or have potential shortcomings in a changing regulatory environment.
