Facilities Supervisor

ABOUT THE POSITION

Under general direction, supervises the operations of Citys occupied buildings, designated building complexes, armories and associated equipment at the City shop for the Fleet Services Department.

As the Facilities Supervisor, you will:
  • Coordinate, review and evaluate maintenance, cleaning and repair of City buildings, facilities, and infrastructure.
  • Ensure facilities are clean, safe, secure and in compliance with state, federal and City standards.
  • Plan and coordinate maintenance at various locations, trains staff in proper methods and procedures, inspects work for standards compliance and resolves maintenance problems.
  • Select and assign staff, ensuring equal employment opportunity in hiring and promotion.
  • Coordinate activities by scheduling work assignments, setting priorities, and directing the work techniques.
  • Oversee the Facilities On-Call schedule to ensure coverage or after-hours operations.
  • Supervise, direct and oversee the daily activities of Facilities Staff.
  • Evaluate and verify employee performance through the review of completed work assignments and work techniques.
  • Develop plans, specifications and budgets for repairs, replacement and purchase of equipment, develop forecasts for materials and supplies, and maintain an inventory of equipment, tools and supplies.
  • Identify staff development and training needs and ensure that training is obtained.
  • Plan, organize, direct, and control work activity of the facilities management area as prescribed by professional standards; recommends and revises work procedures to meet service needs.
  • Manage the Citys Public Auction for surplus of equipment and vehicles.
  • Conduct inspections to ensure that assigned facilities are properly maintained.
  • Estimate cost of materials and labor and coordinate work of outside contractors and vendor for repairs, maintenance and supplies.
  • Maintain records, prepare reports, and compose correspondence relative to the work.
  • Perform other related duties as assigned.
IDEAL CANDIDATE

Will possess knowledge of:

  • Citys policies and procedures.
  • State and Federal laws and regulations relating to public facilities.
  • Standard method, practices, tools, and equipment of the facilities management service.
  • Facilities management techniques.
  • Occupational hazard, and safety rules and regulations.
  • Techniques and procedures used for cleaning and maintenance of public buildings.
  • Techniques used for chemical storage and OSHA Material Safety Data Sheets (MSDS)
  • Personnel policies and procedures, and supervisory techniques.
  • Basic practices of accounting and budgeting.

Will have the ability to:
  • Plan, coordinate and supervise operations of the Division.
  • Interpret and apply federal, state, local laws; Citys policies, procedures and regulations; and building standards.
  • Develop and monitor work schedules to ensure efficient use of personnel.
  • Supervise staff, delegate tasks and authority, and coach and evaluate staffs performance.
  • Assess and prioritize multiple tasks, projects and demands.
  • Enforce security regulations.
  • Utilize initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing standard and specialized software for managing work orders/service tickets, asset management, budgeting and staff performance.
  • Establish and maintain cooperative working relationships.
  • Communicate clearly and concisely, both verbally and in writing.
MINIMUM REQUIREMENTS

Education, Training and Experience:

  • Associates Degree in Facilities Management, Operations Management, Business/Public Administration, or Construction Management; and four (4) years of experience in facilities maintenance with two (2) of those years in a supervisory capacity; OR
  • A High School Diploma or GED, and six (6) years of experience performing increasingly responsible facility maintenance or building trades experience with two (2) of those years in a lead or supervisory capacity.

Licenses and Certifications:
All required licenses and certifications must be valid and maintained throughout employment.
  • Arizona drivers license at the time of appointment

Special Requirements:
  • Residency in the United States and within 25 miles of the City of San Luis.
  • Must have the ability to pass an extensive background check.

Desired/Preferred:
  • Bilingual in Spanish
  • San Luis residency

Physical Demands
While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk and hear; walk on uneven terrain and climb stairs or landscaped areas; use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; and perform repetitive movements of hands or wrists. The employee is frequently required to lift up to 50 pounds unaided. Employees must be physically capable of operating City vehicles, for job-related purposes, safely. Specific vision abilities required for this job include close vision and the ability to adjust focus.

While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information and documents; analyzes and solves problems; uses math and mathematical reasoning; performs highly detailed work; deals with multiple concurrent tasks; and interacts with others encountered in the course of work, including frequent contact with customers and/or the public and dissatisfied individuals.

Work Environment:
The employee works in a standard office environment where the noise level is usually quiet. May occasionally be required to bend, reach, stoop and lift objects.

OTHER CONDITIONS OF EMPLOYMENT:
May require after hours work including evenings, weekend, and holidays.

LIFE INSURANCE - The City provides eligible employees with a Life Insurance and Accidental Death and Dismemberment (AD&D) benefit. This plan is administered by Standard.

Basic Life Benefit - $50,000.00

DISABILITY INSURANCE - Disability insurance is available to all employees who work 30 or more hours per week.

Short-Term Disability - Coverage begins on the 15th day of injury or sickness.
Duration of Benefits - 180 days
Benefits Percentage- 66.67%
Waiting Period - 14 days
Maximum Weekly Benefit: $2,000.00

WORKER'S COMP - Insurance coverage for medical expenses and loss of income due to an on-the-job injury is provided by the City of San Luis for all employees.
