Job Description

The Stormwater Maintenance I position performs a variety of unskilled to semi skilled labor tasks related to the construction, repair, and maintenance of stormwater systems, drainage infrastructure, and public rights of way. Work is performed under the direct supervision of the Public Works Streets & Stormwater Maintenance Supervisor, and sometimes under the general guidance of a Maintenance II employee. Involves the use of hand tools, light and medium equipment, and adherence to established safety standards.

Essential Position Functions:

    • Perform routine maintenance and repairs of stormwater drainage systems, including ditches, swales, culverts, catch basins, and storm drains.
    • Clear debris, vegetation, and obstructions from drainage ditches, retention ponds, easements, and stormwater structures.
    • Conduct basic inspections of stormwater features and report deterioration, defects, or maintenance needs to supervisors.
    • Assist with installation, maintenance, and basic repair of drainage pipes and stormwater components.
    • Operate a variety of hand tools and light/medium equipment (e.g., mowers, trimmers, chainsaws, pressure cleaning equipment).
    • Operates various types and sizes of trucks and motorized equipment. (e.g., Street Sweeper, Jet/Vac Trailer, TV Camera Truck, Dump Truck, Backhoe, skid steer)
    • Maintain tools and equipment by cleaning, checking, and reporting mechanical issues.
    • Set up barricades, cones, and other traffic control devices around work zones.
    • Perform heavy manual labor such as digging, lifting, shoveling, and removing debris.
    • Assist in general construction or repair work including pipe repair, pavement cutting, ditch digging, backfilling, and ground maintenance.
    • Complete required documentation such as daily activity logs, maintenance records, or related reports.
    • Respond to emergency situations such as flooding, storm events, or urgent repair needs, including after-hours assignments.
    • Performs other job related duties that are consistent with assigned Department responsibilities.
    • Responds to emergency situations and assists with solving problems as they arise.

Additional Responsibilities:
    • May work from a bucket truck to trim and remove tree branches or palm fronds obstructing pedestrian or vehicular traffic or traffic signs; removes dead, unsafe, or condemned trees from right-of-way areas or on City-owned property.
    • May assist Parks and Grounds Department with grounds maintenance including mowing, edging, line trimming and other related tasks.
    • May assist Facilities Department with interior and exterior building repairs.
    • Assists with City special events and seasonal activities such as setting up and working during City events and installing and removing Christmas decorations throughout the City.
    • Attends workshops and training courses.


Tools and Equipment Used:
Tools and equipment used include, but are not limited to: street sweeper, pickup truck, dump truck, utility truck, water truck, bucket truck, truck trailer, forklift, tractor, backhoe, front end loader, arrow board, mower, edger, weed eater, chainsaw, chipper, message boards, and other power tools.

Minimum Requirements:

High school diploma or possession of an acceptable equivalency diploma. Experience in the trades specified or other specific vocational preparation. Has a working knowledge of the practices, procedures, and activities of the division as they relate to this position. Is able to follow instructions on work assignments and ability to use sound judgment in routine and non-routine situations which may occur. Has the ability to complete all assigned work in an efficient and timely manner. Has the ability to perform heavy manual labor for extended periods of time, including under unfavorable weather conditions. Has the ability to proficiently use the various types of tools and equipment required to accomplish the work in this position.


Required Licenses and Certifications:

Possession of a valid Florida Class B, CDL Driver's License with tanker endorsement, or the ability to obtain in 1 year. Possession of temporary traffic control (TTC) certification or the ability to obtain in 1-year, Best Management Practices (BMP) certification, Florida Department of Environmental Protection (FDEP) Erosion and Sediment Control Inspector certification, or the ability to obtain within one year of employment. Stormwater Operator Level 1 certification or the ability to obtain within 18 months.


Physical Requirements:

Heavy (fifty (50) pounds or over) lifting and carrying required. Performs physical tasks while walking, standing, kneeling, bending, stooping, lifting, and reaching. Ability to perform strenuous physical tasks for extended periods of time in varying inclement weather conditions. Ability to communicate, both orally and in writing.


Working Conditions:

Works inside and outside in varying and inclement weather conditions for extended periods of time with noise, dust, fumes, grease, oil, electrical energy, heat, and cold conditions. Ability to work in confined spaces. Works on slippery and uneven surfaces. Works in transportation right-of-way areas with moving objects or vehicles. Works at heights of up to thirty (30) to forty (40) feet.


Standards for Professional Appearance:

The image that the City of Seminole projects to the public is reflected in the appearance of our employees. Simply stated, employees should look clean, neat, well-groomed and should be dressed safely and appropriately for the work they will be doing. Employees are expected to use good judgement in their appearance and grooming, keeping in mind the nature of their work and the professional image that we wish to project to our community as representatives of the local government.

Below are a few guidelines for professional appearance*:

  • Clothing should be neat, clean, appropriate for the workplace, professional, and should not constitute a safety hazard.
  • Personal appearance includes good personal hygiene.
  • Facial hair should be clean-shaven or be well-groomed. (This does not supersede any departmental standards regarding facial hair.)
  • Visible body piercings or adornments shall be limited to two earrings per ear, unless approved by the City Manager. Other visible body piercings, including but not limited to: nose piercings, gauges, lip piercings, tongue piercings, eyebrow piercings, are prohibited.
  • Jewelry may be restricted for safety reasons, based on the position.
  • Hair styles should be neat, professional, and appropriate for the workplace. Hair dye, if used, should be selected from the range of naturally occurring hair colors.

Additionally, the following conditions apply to visible tattoos*:

  • Tattoos shall not be visible above the collar level of a crew neck tee shirt
  • Tattoos on the hand shall not extend past the first knuckle, closest to the wrist. Tattoos on the palm of the hand are not permitted. One discreet tattoo in the form of a solid, single color ring, not to exceed 8 mm in width, is permitted on the wearer’s ring finger (not thumb), between the first and second knuckle of the finger.
  • The display of unprofessional or offensive tattoos or brands, (nudity or violence, sexually explicit or vulgar art, words, phrases, profane language, symbols to incite negative reactions, initials or acronyms that represent criminal or oppressive organizations) are strictly prohibited.
  • The Department Head or City Manager reserve the right to require any tattoo to be covered.
