Senior Proposal Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Proposal Manager based in the United States.

This senior-level role is responsible for leading the development and delivery of complex, high-value proposals that support critical government and defense opportunities. You will oversee the full proposal lifecycle, from capture strategy and planning through submission and post-submission activities, ensuring alignment with customer requirements and business objectives. The position requires strong leadership across multidisciplinary teams, including technical experts, pricing analysts, and business development stakeholders.
You will play a central role in shaping winning proposal strategies by integrating competitive insights, customer intelligence, and compliance requirements.
A key aspect of the role involves managing large-scale, time-sensitive proposal efforts while ensuring quality, accuracy, and adherence to federal acquisition standards.
You will also serve as a strategic advisor and mentor within proposal teams, elevating best practices and strengthening execution capabilities.
This is a highly visible position where your leadership directly impacts major business wins in a fast-paced, mission-driven environment.

Accountabilities:
  • Lead end-to-end development of complex and strategic proposals, from planning and capture strategy through final submission and post-submission revisions.
  • Manage proposal schedules, resources, budgets, and workflows to ensure timely, compliant, and high-quality deliverables.
  • Oversee cross-functional teams including technical writers, pricing analysts, and subject matter experts to develop compelling, customer-focused proposals.
  • Direct the development of proposal content, ensuring clarity, compliance, and alignment with solicitation requirements (RFPs, RFQs, ENs, FPRs, and presentations).
  • Manage pricing coordination efforts and ensure consistency between technical solutions and cost proposals.
  • Interface with customers during clarification meetings, fact-finding sessions, and proposal reviews.
  • Incorporate competitive intelligence, historical data, and customer insights to strengthen win strategies.
  • Ensure adherence to federal acquisition regulations (FAR) and internal proposal governance processes.
  • Provide leadership, coaching, and mentorship to proposal team members while driving continuous improvement initiatives.
Requirements:
  • 8–12+ years of experience in proposal management or related roles, including leadership of large, complex proposal efforts.
  • Bachelor’s degree required (Master’s preferred or equivalent experience in a related field).
  • Strong knowledge of U.S. federal acquisition processes, FAR regulations, and government contracting requirements.
  • Proven ability to manage cross-functional teams under tight deadlines in high-stakes, competitive environments.
  • Deep understanding of proposal development methodologies (Shipley model highly preferred).
  • Strong project management, organizational, and communication skills with attention to detail and strategic thinking ability.
  • Experience coordinating pricing, technical writing, and compliance elements within large proposals.
  • Proficiency in Microsoft Office Suite, Microsoft Project, and SharePoint preferred.
  • Demonstrated leadership, influencing, and stakeholder management skills.
  • U.S. citizenship required.
