Chief Technology Officer (CTO) – Precise Behavioral, Inc. -FRACTIONAL
Overview
We are seeking a hands-on, strategic Chief Technology Officer (CTO) to lead the continued evolution and scaling of our technology platform at a critical stage of growth. As a company with an established digital product, we are focused on expanding capabilities, scaling infrastructure, and deepening clinical impact.
The fractional CTO will oversee engineering, data, and infrastructure, with responsibility for advancing our digital behavioral health application and strengthening the systems that power clinical and medical metrics. This leader will partner closely with Product and Clinical teams to enhance performance, unlock new capabilities, and support rapid national growth.

What You’ll Do
Scale & Evolve the Platform
Lead the development and engineering teams that are responsible for designing, building, scaling, and optimizing Precise Behavioral’s modular behavioral health technology ecosystem, including:
Patient-facing digital applications that support engagement, outcomes tracking, telehealth, and ongoing behavioral health care journeys Clinician dashboards and workflow tools that enable measurement-based care, operational efficiency, real-time clinical insights, and provider performance optimization A scalable modular software platform that supports configurable care models, interoperability, multi-state expansion, partner integrations, analytics, and future AI/ML capabilitiesDrive architectural strategy, platform modernization, and engineering execution across the full technology stack while balancing scalability, reliability, security, compliance, and speed of innovation.
This will Include:
Lead the next phase of growth for an existing digital behavioral health application used by patients and providers nationwide Assess and evolve current architecture to support: Increased scale and performance; utilize AI where appropriate New product features and care models Multi-state expansion and partner integrations Identify and address technical debt while maintaining development velocity Drive improvements in system reliability, uptime, and user experienceEnhance the Digital Behavioral Health Experience
Partner with Product and Clinical leadership to expand platform capabilities, including: Telehealth and hybrid care delivery Patient engagement and retention tools Workflow optimization for providers Ensure the platform continues to meet the needs of both clinicians and patients as complexity grows Support integration with EHRs, third-party platforms, and strategic partnersAdvance Clinical Data & Medical Metrics
Strengthen and scale systems that capture, analyze, and report clinical and medical metrics Partner with Medical Affairs to refine and expand: Outcomes tracking Provider performance metrics Quality and safety indicators Enhance support for measurement-based care and real-time clinical insights Ensure data integrity and consistency as the platform scalesMature Data & Analytics Capabilities
Evolve the existing data infrastructure into a more robust, scalable analytics ecosystem Expand capabilities in: Business intelligence and reporting Clinical analytics and population health insights Product and user engagement metrics Lay the foundation for future AI/ML-driven insights and decision supportStrengthen Security, Privacy & Compliance
Ensure the platform continues to meet and scale with HIPAA and healthcare regulatory requirements Enhance security posture as the organization grows (access controls, monitoring, incident response) Partner with Compliance and Legal to navigate multi-state and digital health regulatory complexity Build scalable processes for managing risk without slowing innovationBuild for Scale (People & Process)
Grow and lead a high-performing engineering and data organization Introduce and mature development processes (SDLC, CI/CD, testing, observability) appropriate for a scaling company Establish clear ownership, accountability, and performance metrics across teams Balance speed, quality, and scalability in all technology decisionsBe a Strategic Partner
Collaborate closely with: Product to prioritize and deliver impactful features Clinical leadership to ensure safety, quality, and usability Operations to support performance and growth Contribute to company strategy as a core member of the executive teamWhat We’re Looking For
At least 8 years experience as a CTO, VP Engineering, or senior technical leader in a scaling startup or growth-stage company Proven track record of scaling an existing product/platform, not just building from scratch Strong technical background with the ability to guide architecture and engineering decisions Experience with digital health, telehealth, and SaaS platforms Deep understanding of data systems, analytics, and metrics-driven environments Familiarity with HIPAA and regulated healthcare environments including SOC-2 Experience integrating with EHRs and interoperability standards (FHIR/HL7 preferred) Strong understanding of the capabilities of AI as they relate to the behavioral health space.
