Job Description
Job Summary:
The Purchasing Analyst is responsible for supporting the procurement and purchasing activities of EBR Housing by ensuring compliance with federal, state, local, and agency procurement regulations. This position analyzes purchasing data, evaluates vendor performance, assists with contract administration, prepares procurement documentation, and helps ensure the efficient acquisition of goods and services necessary to support housing operations and programs.
The Purchasing Analyst works closely with department managers, vendors, contractors, and finance staff to maintain cost-effective procurement processes while promoting transparency, accountability, and regulatory compliance.
Essential functions:
- Coordinate procurement activities for goods, services, supplies, equipment, and construction-related purchases.
- Prepare and process purchase requisitions, purchase orders, requests for quotes (RFQs), invitations for bids (IFBs), and requests for proposals (RFPs).
- Review procurement requests for completeness, budget availability, and compliance with agency policies.
- Assist in managing competitive bidding processes and vendor selection procedures.
- Maintain procurement records and documentation in accordance with applicable retention requirements.
- Analyze purchasing trends, expenditures, vendor performance, and contract utilization.
- Prepare procurement reports, cost analyses, and recommendations for management.
- Monitor contract spending and identify opportunities for cost savings and process improvements.
- Develop and maintain procurement metrics and performance indicators.
- Conduct market research to identify qualified vendors and pricing trends.
- Ensure compliance with HUD procurement regulations, agency policies, Louisiana purchasing laws, and applicable federal requirements.
- Assist with contract administration activities, including renewals, amendments, and performance monitoring.
- Support procurement audits and reviews by maintaining complete and accurate records.
- Verify vendor documentation, certifications, insurance requirements, and eligibility.
- Serve as a liaison between EBR Housing departments and suppliers.
- Respond to vendor inquiries regarding procurement opportunities and purchasing procedures.
- Evaluate vendor performance and recommend corrective actions when necessary.
- Promote fair and open competition among vendors.
- Maintain procurement databases and purchasing systems.
- Assist in developing and updating procurement policies and procedures.
- Provide training and guidance to staff regarding purchasing processes.
- Perform other duties as assigned.

- Works mostly indoors with the exception of travel.
- Walks the grounds of the main office and eliminates trash and debris.
Physical demands
- Mobility and flexibility to walk, bend, kneel, lift, and reach to perform the above duties as stated
Travel required
- Must possess a valid driver’s license.
- Travel is required.
Required education and experience
- Three (3) years of progressively responsible experience in purchasing, procurement, contract administration, finance, or related analytical work.
- Experience in public-sector procurement, housing authorities, governmental agencies, or federally funded programs preferred.
- Experience with HUD-funded programs and procurement regulations is highly desirable.
Preferred education and experience
- Experience in purchasing and/or inventory control
