What we are looking for:

Partner Forces is seeking a Program Analyst focused on Data & Performance to support a Department of Homeland Security (DHS) client responsible for measuring and improving compliance, risk, and resilience across the Federal facility portfolio.

In this role, you'll combine analytical thinking, data visualization, and stakeholder engagement to help transform complex compliance data into meaningful insights that inform leadership decisions. We're looking for someone who is naturally curious, enjoys solving problems, and can quickly learn new tools and business processes. A working knowledge of Power BI and dashboard development is important for success in this role. More importantly, we're looking for someone who is curious, learns quickly, and can use data to identify trends, uncover opportunities, and provide thoughtful recommendations that help leaders make informed decisions.

What you'll do:

  • Analyze compliance and performance data to identify trends, gaps, and opportunities for improvement across Federal facilities.
  • Develop dashboards, reports, and visualizations in Power BI to support leadership decision-making and stakeholder reporting.
  • Translate complex data into clear, actionable insights for technical and non-technical audiences.
  • Monitor stakeholder compliance metrics and recommend strategies to improve reporting, performance, and program effectiveness.
  • Collect, validate, and interpret data from multiple sources to ensure accuracy and consistency.
  • Collaborate with Federal stakeholders to understand reporting needs and continuously improve data products and reporting capabilities.
  • Support outreach efforts related to the compliance process, including stakeholder communications, guidance, and user training.
  • Assist with the development and refinement of performance metrics and reporting frameworks for Federal agency partners.
  • Coordinate Compliance Subcommittee and working group meetings, including preparing materials, documenting discussions, and tracking action items.
  • Establish and maintain effective working relationships with client leadership, Federal partners, and internal team members.
  • Stay informed of program priorities, organizational initiatives, and issues affecting the mission.

Qualifications

  • Ability to obtain and maintain DHS Headquarters Suitability; current CISA experience preferred.
  • Bachelor's degree
  • 2–5 years of experience in program analysis, business analysis, data analysis, or a related field.
  • Experience using Microsoft Power BI to build dashboards, visualize data, and communicate actionable insights.
  • Strong Microsoft Excel skills, including PivotTables, lookups, and data analysis functions.
  • Ability to analyze data, identify trends, and develop actionable recommendations for leadership.
  • Demonstrated ability to quickly learn new systems, technologies, and business processes.
  • Excellent verbal and written communication skills.
  • Strong analytical, organizational, and time management skills.
  • Ability to exercise sound judgment and communicate effectively with clients, stakeholders, and colleagues.
  • Strong critical thinking, problem-solving, and communication skills.
  • Ability to manage multiple priorities in a collaborative, fast-paced environment.
