The Opportunity: IT Business Analyst II

The main purpose of this position is to plan, analyze, design, and implement automation-driven technology solutions that improve business processes, operational efficiency, and organizational effectiveness.

Responsibilities

  • Partners with leaders and stakeholders across the business to identify and evaluate operational challenges, repetitive tasks, data-intensive processes, and opportunities for improvement or automation.
  • Gathers requirements through conducting stakeholder interviews, workshops, process observation sessions.
  • Defines business problems and translates needs into clear, functional, technical, data, security, and reporting requirements.
  • Develops and maintains business requirements documents, functional specifications, user stories, acceptance criteria, process maps, use cases, workflow diagrams, and decision tables.
  • Evaluates requested changes and assesses their potential impact on project scope, schedule, cost, security, compliance, and business operations.
  • Builds relationships and facilitates communication between business stakeholders, developers, infrastructure teams, data professionals, cybersecurity personnel, vendors, project managers data owners and technical teams to appropriately manage development lifecycle and to identify data sources, data-quality concerns, access restrictions, retention requirements, and integration dependencies.
  • Understands the user experience and defines expected outcomes, performance measures, and operational constraints for proposed solutions.
  • Supports use-case intake, prioritization, feasibility assessment, risk classification, and approval processes.
  • Documents expected system behavior, human review requirements, escalation procedures, limitations, and acceptable-use conditions.
  • Supports testing and validation of outputs for accuracy, reliability, relevance, consistency, bias, privacy, security, and alignment with business requirements and creates respective documentation.
  • Helps develop governance and oversight procedures, exception handling, output verification, and responsible use of automation.
  • Monitors implemented solutions and assists with documenting performance concerns, user feedback, incidents, and opportunities for improvement.
  • Contributes to project planning and execution by supporting scope definition, backlog management, scheduling, risk tracking, status reporting, and Agile ceremonies, including sprint planning, backlog refinement, demonstrations, and retrospectives.
  • Tracks decisions, assumptions, risks, issues, action items, dependencies, and project changes.
  • Evaluates vendor solutions and supports vendor oversight throughout implementation, issue resolution, performance monitoring, and contractual compliance.
  • Presents project findings, recommendations, risks, and status information to business and technical audiences
  • Support compliance with organizational governance policies, cybersecurity requirements, records-management obligations, privacy requirements, and applicable laws and regulations.
  • Assists in developing test cases and user acceptance testing (UAT) scripts.
  • Communicate clearly with stakeholders to clarify requirements, gather information, and provide updates.
  • Performs other duties as assigned.
  • The Port of Virginia is a 24-hour, 7-day-a-week, 365-day-a-year operation, schedule and location may vary based on the needs of the operation.

Education

Bachelor's degree in related field.

Licenses, Certifications, and Credentials

Valid driver’s license and Transportation Worker Identification Credential are required. Industry certifications such as CBAP, CCBA, PMI-PBA, UiPath, Microsoft Power Platform, Azure AI Engineer, or similar credentials are highly preferred.

Work Experience

Four (4) years of experience in business analysis, process improvement, technology implementation, digital transformation, automation, AI, RPA, or related technology disciplines. Experience supporting technology, automation, AI, or business process improvement initiatives.
