Job Summary:
We are seeking an experienced Technical Specialist / Senior Mainframe Programmer Analyst to support a major Electronic Lien & Titling (ELT) modernization project. The selected candidate will be responsible for analyzing complex legacy applications, developing and enhancing COBOL/CICS programs, exposing legacy services, and supporting enterprise integration initiatives.
Responsibilities
- Analyze, document, and modify complex legacy mainframe applications.
- Design, code, test, and implement enhancements to COBOL/CICS applications.
- Expose COBOL and CICS programs as web services using CICS Transaction Server (CTS) and/or CICS Transaction Gateway (CTG).
- Perform systems analysis, impact assessments, and feasibility studies.
- Create technical documentation and project deliverables.
- Conduct testing, debugging, and quality assurance activities.
- Collaborate with business stakeholders, project teams, and technical staff.
Required Qualifications
- 10+ years of experience as a Programmer Analyst, Mainframe Developer, or Technical Specialist.
- 5+ years of experience exposing COBOL/CICS applications as web services using CTS and/or CTG.
- Strong experience with COBOL, CICS, JCL, DB2, VSAM, SQL, TSO, MVS, Endevor, and CA Tools.
- Experience with systems analysis, design, testing, and technical documentation.
- Experience supporting financial systems and enterprise applications.
- Excellent analytical, communication, and problem-solving skills.
Preferred Qualifications
- Experience working with state or local government agencies.
- SSL implementation experience.
- Experience with enterprise application development across multiple business domains.
- Experience developing applications using C# and modern .NET frameworks.
