GENERAL POSITION DESCRIPTION:

Position performs specialized financial responsibilities using standardized accounting procedures for the Delta County Public Health Department. The incumbent coordinates departmental budgeting, purchase order process, grant financial funding, accounts payable, and electronic medical records, medical billing, accounts receivable and insurance communications.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

  • Oversee accurate and timely medical and grant billing for the health department.
  • Coordinate and process all financial transactions for the department including medical billing, budgeting, accounts payable and receivable following standard accounting procedures.
  • Process invoices, credit card statements, bills and other financial statements.
  • Process budgeting, medical billing and accounting in appropriate software accurately and timely.
  • Create timely and accurate financial statements and allocation tracking reports monthly, creates and presents monthly financial statements to the Board of Health.
  • Manage health dept accounting and finance activities to achieve objectives within timeframes and budget.
  • Manage grant funding including monitoring transactions and financial status of grants.
  • Under the guidance of the Public Health Director,coordinate and develop the health department budget including financial management of all grants, funding streams and expenses.
  • Communicate with various departmental staff, clients and external partners in a professional and efficient manner.
  • Utilize the Athena Electronic Medical Records (EMR) system proficiently to complete patient registration, billing through processing claims, billing insurances, managing unpaid claims, performing audits, system updates, training nursing staff as needed and the similar, and daily front office functions
  • The location of employment for this position is the designated Delta County Public Health office with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file.
  • Reliable and predictable attendance and punctuality are considered essential functions of this job. Employees are expected to be at their work area and ready to work at the scheduled start time to ensure consistent service delivery and operational efficiency.

GENERAL JOB DUTIES:

  • Perform a variety of professional accounting duties involved in the maintenance of payables for Delta County Public Health Department and auditing functions including, but not limited to maintain applicable databases, process purchase orders, accounts payable transactions, credit card reconciliation, and prepare reports as required.
  • Serves as back up for front desk operations as needed and other administrative tasks to ensure continuity of clinic operations.
  • Provides regular front desk coverage including greeting patients/clients, answering telephones, scheduling appointments, checking patients in and out, verifying demographics and insurance information.
  • Monitor travel requests for timely payment to employees; audit completed travel documentation for supporting documentation and accuracy.
  • Research, reconcile and monitor all health department purchasing card information.
  • Create, process and manage all internal billing between departments and funding sources as directed.
  • Utilize and modify EMR database in formation to ensure accurate data for billing purposes
  • Uphold all legal and organizational requirements are complied with including, but not limited to Health Insurance Portability and Accountability Act (HIPAA) and confidentiality.
  • Attend training and/or meetings with EMR providers and train others on updates.
  • Assist clients with difficult adjustments and unusual insurance company changes.
  • Coordinate financial functions with the Delta County Public Health Director and/or Director of Finance as necessary.
  • Provide a variety of tasks supporting department services.
  • Demonstrate core competencies within the Incident Command System structure as appropriate to this position’s functional role in a public health emergency response event. (Completion of NIMS-700, ICS-100, ICS-200)
  • All Delta County employees may be called upon to support emergency response, natural disasters, or other recovery efforts. In the event of a declared disaster or an undeclared emergency requiring immediate support, employees may be temporarily designated as essential service workers and asked to adjust their scheduled work hours (which may include hours outside normal business hours) to accommodate response needs and county business as directed by their Department Head, Elected Official, or the Board of County Commissioners.
  • Perform other similar and related duties as assigned.
Requirements:

Required Education:

  • A minimum of a high school diploma or equivalent AND at least five (5) years of progressively responsible experience performing accounts payable, medical billing, and budgeting is required.
  • Bachelor’s degree in accounting, finance or business administration including accounting courses is preferred.

Experience:

  • At least 3 years of experience in accounting and/or medical billing is required.
  • Experience using Athena EMR database or another EMR is required.
  • Must have demonstrated intermediate proficiency Microsoft Excel skills including Pivot Tables, Lookup Functions (XLOOKUP/VLOOKUP), Data Cleaning, and Multi-Condition Summaries (SUMIFS/COUNTIFS) is required.
  • Progressively responsible experience with duties processing medical billing, accounts payable, budgeting and grant financial management is strongly desired.
  • Combination of education and experience could waive specific requirement

Licenses/Certifications:

A current, valid and unrestricted Colorado Driver’s License is required.
