JCTM is seeking a Site Security Manager for new constructions projects to support facilities and accreditation activities at Marine Corps Air Station Cherry Point. You will lead the security team for the government to establish secure, compliant facilities capable of protecting classified information and supporting critical operational missions.

Challenging Projects:

As a Site Security Manager with JCTM, you will serve as the primary Security System Manager-aligned resource supporting the planning and execution of secure facility and Sensitive Compartmented Information Facility activities. You will advise government stakeholders on security requirements during the design phase, accreditation preparation, construction security documentation, and compliance with Intelligence Community and Department of Defense policies.

This position requires a strong understanding of secure facility planning, ICD/ICS 705 requirements, accreditation processes, risk management, and the coordination required among government security personnel, engineers, architects, construction contractors, and facility stakeholders.

Key Responsibilities:

• Secure Facility Planning: Support planning and execution activities for secure facilities and SCIF-related programs associated with Project P-271.
• Security System Management: Serve as the primary SSM-type resource and provide security guidance throughout facility planning, design, construction, inspection, accreditation, and operational transition activities.
• ICD/ICS 705 Compliance: Interpret, apply, and advise stakeholders on ICD/ICS 705 requirements, applicable technical specifications, and associated Department of Defense and Intelligence Community security policies.
• Accreditation Preparation: Assist with the development, review, organization, and submission of facility accreditation documentation and supporting evidence.
• Construction Security Planning: Develop and review Construction Security Plans, security procedures, risk assessments, site-specific security documentation, and related implementation materials.
• Security Documentation: Prepare and maintain security plans, standard operating procedures, inspection records, compliance assessments, decision memoranda, corrective-action records, and accreditation package artifacts.
• Stakeholder Coordination: Interface with government security personnel, facility stakeholders, engineers, architects, acquisition personnel, program leadership, and construction contractors.
• Design and Document Reviews: Review facility designs, drawings, specifications, and proposed security measures to identify compliance concerns and recommend corrective actions.
• Risk Management: Identify security risks, evaluate proposed mitigation measures, track findings, and advise government leadership on risks affecting secure facility approval or mission readiness.
• Inspections and Assessments: Support security inspections, design reviews, construction-phase assessments, pre-accreditation evaluations, and corrective-action verification.
• Program Communication: Prepare and deliver clear status updates, technical recommendations, security briefings, and executive-level decision products.
• Construction Security Integration: Coordinate with Construction Security Technicians, Special Security Representatives, and other security personnel to ensure construction activities remain aligned with approved security plans and accreditation requirements.

You Have:

• Active TS/SCI security clearance
• Bachelor’s degree
• 6+ years of directly relevant experience planning, implementing, monitoring, or advising on information, physical, industrial, construction, or facility security measures
• Experience supporting secure facility or SCIF planning, construction, inspection, accreditation, or security compliance activities
• Working knowledge of ICD/ICS 705 requirements and associated technical specifications
• Knowledge of Department of Defense and Intelligence Community security policies
• Experience developing or reviewing security plans, accreditation documentation, risk assessments, inspection materials, or compliance packages
• Ability to interpret facility designs, technical requirements, policies, and construction documentation from a security perspective
• Experience coordinating with government security personnel, engineers, facility stakeholders, and contractors
• Ability to identify security risks and communicate practical mitigation recommendations
• Ability to prepare clear written products and articulate complex security matters for technical and executive-level audiences
• Ability to use prior experience and professional judgment to address new situations, particularly during interactions with clients and mission partners
• Strong organizational skills and the ability to manage multiple security activities, documentation requirements, and stakeholder actions

Nice to Haves:

• Experience serving as a Security System Manager, Site Security Manager, Special Security Officer, Contractor Program Security Officer, or comparable secure facility security lead
• Direct experience supporting SCIF construction or accreditation under ICD/ICS 705
• Experience developing or implementing Construction Security Plans
• Experience supporting Navy, Marine Corps, Naval Facilities Engineering Systems Command, or military aviation facility programs
• Experience with secure facility design reviews, fixed facility checklists, preconstruction conferences, and accreditation inspections
• Knowledge of physical security systems, intrusion detection systems, access control systems, telecommunications security, and technical surveillance countermeasures considerations
• Experience supporting major military construction or MILCON programs
• Professional certification in industrial security, physical security, construction management, project management, or a related discipline
• Familiarity with the TACAMO mission or E-130J program environment

Clearance:
