The Company

Founded in 1927 as a division of Pan American World Airways, Avports is an experienced and trusted airport manager and operator. Today, the company operates with over 650 staff (of which approximately 300 are unionized) at 14+ airports across the US and the Caribbean, with that number slated to grow to 800 during the next year with the addition of new airport projects. In addition, Avports is now acting as the leaseholder and operator of public-private partnership (P3) projects at Tweed New Haven Airport (HVN) in Connecticut and the Manassas Regional Airport (HEF) in Virginia.

Avports has historically managed and operated a portfolio of airport operations and maintenance (O&M) and public-private partnership (P3/PPP) contracts at more than 30 US airports. These airports have diverse operations, encompassing commercial and general aviation airports, passenger terminals, joint-use airports, heliports, NASA facilities, and spaceports. The company is working to integrate electric aviation, hydrogen fuel cells, and zero-emission decarbonization concepts in existing airport environments.

Job Summary

Responsible for overseeing and managing payroll operations across multiple regions for union and non-union employees. Ensures accurate, timely, and compliant payroll processing while maintaining strong internal controls, audit readiness, and adherence to federal, state, local, and union regulations. Subject matter expert driving effective payroll processing, working as the primary escalation point for complex payroll and compliance matters. Ensures payroll issues are escalated and resolved promptly.

Preference for bachelor’s degree and minimum five years of progressive payroll experience in a similar position. Preference for professional payroll certification. Requires strong knowledge and ability to navigate payroll compliance, union contracts, timekeeping/wage and hour, with proficiency in ADP or equivalent payroll systems/HRIS tools.

Position is exempt, and regular, full-time reporting to the Vice President of Human Resources. Primary work is on-site and based in Northern Virgina (Dulles/Herndon). Must be authorized to work in the U.S. without sponsorship, meet corporate and airport access requirements, and be able to travel domestically and internationally including occasional overnight stays.

Essential Job Functions

Perform end-to-end payroll processing (weekly, bi-weekly, and semi-monthly) for hourly, salaried, union, and contract employees, ensuring accurate calculation of wages, overtime, shift differentials, bonuses, and voluntary deductions. Manage direct deposit and paper check distributions as required. Gather and verify all necessary payroll data and documentation; review and authorize payroll registers before submission; process off-cycle and termination payments; and manage garnishments, tax levies, and child support orders in accordance with applicable laws and regulations.Ensure full compliance with federal, state, and local wage and hour laws by managing payroll tax withholdings, deposits, and filings (including quarterly and annual returns), while staying current on regulatory and legislative changes. Safeguard company compliance with DOL wage/hour, FLSA, CBA, state and local payroll regulations. Respond timely to government audits and notices as needed.Coordinate responses to tax notices, audits, and government inquiries, and oversee unemployment insurance administration, including claims management, rate reporting, appeals, hearings, and required documentation.Prepare monthly, quarterly, and year-end payroll reports, ensuring accurate accruals for wages, PTO, and benefits, ensuring compliance with benefit plan rules.Collaborate with Accounting/Finance Department members to reconcile payroll to the general ledger and support month-end close activities.Manage payroll system configuration, updates, and testing, ensuring seamless integration with HRIS, scheduling, and timekeeping platforms. Has authority to recommend, develop, and maintain audit-ready internal controls and standard operating procedures while driving process improvements to enhance efficiency, accuracy, and compliance. In all cases, apply meticulous recordkeeping practices while ensuring compliance with internal standards for centralized and confidential systems. Partner with department stakeholders to document, memorialize, and continuously improve standards, procedures, and workflows.Support and partner with site-level administrative staff to set expectations for compliance and effective payroll. Serve as the subject matter expert for payroll-related inquiries and perform additional duties as needed to support organizational objectives.Manage verification of employment requests, ensuring accurate wage reporting and compliance with data privacy standards.Manage payroll and timekeeping software systems as required. Maintain employee data security and confidentiality.Perform other related duties as assigned to support business objectives

Education & Experience

Minimum high school diploma/equivalent requiredRequired: Minimum 5 years of progressive payroll experience managing payroll operations, including union compliance in multi-state/jurisdiction US and global environmentsPreferred: Bachelor’s degree (or international equivalent) in business, finance, human resources, or related fieldPreferred: Professional payroll certificate (e.g., CPP, FPC)Technical Skills / Expertise

Comprehensive Payroll Operations & Systems Expertise: Full-cycle, multi-state payroll processing; year-end reporting; garnishments administration; payroll accounting and general ledger reconciliation; and intermediate to advanced proficiency in ADP or equivalent systems.
