LOCATION / WORK ENVIRONMENT: Must reside in either Sacramento, CA or Los Angeles, CA. This position works a hybrid schedule with two days per week in the office and three days remote. Occasional additional time may be needed during open enrollment or periods of higher hiring activity.

EMPLOYMENT STATUS:

Regular, Exempt – Full Time

SALARY RANGE:

Band 7: $73,862 to $84,754 annually

ABOUT THE HUMAN RESOURCES PARTNER POSITION

The Human Resources Partner at Disability Rights California supports the daily operations of the Human Resources department. Our 300+ employees are located throughout the State of California.

This role focuses primarily on benefits coordination and benefits reconciliation, helping ensure employee benefits are administered accurately and that benefit invoices match payroll earnings and deductions. The position also provides front-line HR support to employees and people managers and assists with recruiting coordination, onboarding, employee record updates, and HR service requests.

This is an operational role within the HR team. The Human Resources Partner works closely with payroll, finance, hiring managers, and benefits vendors to keep HR processes organized and ensure employees receive timely and accurate support.

ESSENTIAL FUNCTIONS

Essential functions are the job responsibilities an employee must be able to perform, with or without reasonable accommodation. Human Resources Partner essential functions include:

Benefits Coordination and Administration

· Coordinate employee benefits programs including medical, dental, vision, life insurance, flexible spending accounts, health reimbursement accounts, disability, and 401K plans.

· Serve as a point of contact for employee questions about benefits eligibility, enrollment, and coverage. Refer complex benefits questions to broker’s advocate Line.

· Process benefit enrollments for new hires and employees experiencing qualifying life events.

· Maintain accurate benefits records in the Human Resources Information System (Paylocity).

· Work with benefits vendors and brokers to resolve employee questions or coverage issues.

· Coordinate the annual open enrollment process, Human Resources Information System set up, employee communication and enrollment tracking.

Benefits Reconciliation

· Review monthly invoices from benefits providers to confirm charges are accurate.

· Compare benefits invoices to payroll earnings and deductions to ensure employees and Disability Rights California are paying the correct amounts.

· Identify and resolve differences between benefits invoices, payroll deductions, and HR records.

· Partner with accounting, and benefits broker or vendors to correct billing or deduction issues.

· Maintain supporting documentation related to benefits billing and reconciliation.

Employee HR Support

· Serve as an initial point of contact for employee HR questions.

· Respond to routine inquiries related to benefits, HR policies, and HR processes.

· Track HR support requests through the HR ticketing system and ensure timely responses.

· Help employees navigate HR systems and update basic employee information.

· Escalate complex or sensitive issues to assigned HR Partners or HR leadership when appropriate.

Recruiting Support

· Assist with recruiting intakes, posting job openings and tracking candidates in the recruiting system.

· Coordinate interview scheduling with hiring managers and candidates.

· Support communication with candidates throughout the hiring process.

· Maintain recruitment records and candidate tracking.

Onboarding

· Coordinate onboarding for new employees.

· Prepare onboarding materials and ensure required documentation is completed.

· Enter new hire information into the Human Resources Information System (Paylocity).

· Support benefits enrollment and benefits HR orientation for new employees.

HR Operations and Employee Records

· Maintain accurate employee information in the Human Resources Information System (Paylocity).

· Process employee record updates including pay changes, promotions, position changes, and unit transfers.

· Coordinate with accounting to ensure pay changes are processed accurately and on time.

· Maintain documentation related to employee records and pay adjustments.

· Compliance and HR Administration

· Maintain HR records and documentation in accordance with federal and California employment requirements.

· Support HR reporting and internal tracking.

· Help maintain HR policies, forms, and internal resources.

· Assist with HR projects and process improvements as directed.

Supervision and Working Style

This position works under general supervision from the Director of Human Resources or their designee. The Human Resources Partner manages assigned responsibilities, prioritizes daily work, and completes tasks with accuracy and attention to detail.

The role requires thoughtful problem solving and independent review of routine HR and benefits questions. At the same time, success in this role requires collaboration. The HR Partner works closely with the HR team, accounting, and other departments and must be comfortable asking questions, sharing information, and contributing to solutions.

This role requires someone who is organized, collaborative, flexible, and committed to supporting team priorities.

Success in This Role

· Benefits programs are organized, accurate, and well-coordinated.

· Monthly benefits reconciliations are completed on time and differences are resolved quickly.

· Employees receive clear, timely responses to HR questions.

· HR requests are tracked and resolved through the HR support system.

· New employees experience smooth onboarding and benefits enrollment.

· Employee records, pay changes, and HR documentation are accurate and well maintained.

· The HR team operates as a collaborative and supportive partner to employees and people managers across the organization.

Requirements:

MINIMUM QUALIFICATIONS

Experience and Education

· Two or more years of demonstrated progressively responsible experience in Human Resources Operations. This amount of verifiable experience may be substituted with the completion of an HR Management Certificate, AA / AS, or BA / BS degree in Business, Human Resources, or related area of specialty plus relevant Human Resources Experience.

· Verifiable knowledge and practical experience in at least 3 functional areas including benefits administration.

· Positive relationship building and conflict resolution skills are required.

· Exceptional problem-solving and expert decision-making skills are required.

· Verifiable experience with Human Resource Information Systems (HRIS) software and/or Applicant Tracking Systems required. Experience with Paylocity is a plus.

· Direct experience with MS Office to include proficiency in Outlook, Word, and Excel.

· Successful experience working effectively as a team member in a multiple-priority unit. Demonstrated experience prioritizing and completing multiple competing duties / projects.

· Experience working with and maintaining sensitive and confidential information required.

· Possess excellent organizational skills with an emphasis on detail.

DESIRED QUALIFICATIONS

· Demonstrated and updated knowledge of state and federal employment law

· Experience with handling the Reasonable Accommodations Interactive Process

· Life experience as a person with a disability OR direct experience as the primary caregiver of a family member with a disability.

· A Human Resources Certification

TRAVEL REQUIREMENTS

Ability to travel to our 24 offices, career/job fairs, trainings, unit meetings, open enrollment, New Hire Orientations, etc. within California and up to 10% of the time.

WORKING CONDITIONS

The following describes general working conditions and requirements of the job, which can be performed with or without disability related reasonable accommodations. Duties will be performed in an office environment and remotely. Duties require regular communications over online platforms. Must be able to transport oneself to work-related meetings, training, and community events. Lifting up to 15lbs may be required.
