Job Summary:
We are seeking a highly qualified candidate to serve as an on-site, full time, Engineer to provide engineering management support for advanced non-lethal weapon system prototyping activities for the Joint Intermediate Force Capabilities Office (JIFCO). The position provides engineering support which shall include the conduct of research, studies and analysis for equipment development, maintenance modifications and development of reports associated with the results of such efforts. The Engineer must be able to communicate complex concepts to a wide range of audiences and conduct day-to-day administrative tasks and other activities associated with the normal operation of the JIFCO Research and Development Division team. System-focused engineering services also include system design, system integrations, system testing and evaluation for current and future non-lethal Department of Defense (DoD) weapons systems.
The ideal candidate will have a background in engineering management with a focus on disciplines that best align with supporting prototyping activities for advanced non-lethal weapon systems (i.e. Directed-energy, electrical, electric, optical, mechanical, acoustic engineering, etc.). They possess an active Secret clearance. They can resolve difficult technical problems and issues, as well as plan, design, monitor and evaluate complex non-lethal weapons effects and effectiveness programs and projects. Prior experience with DoD or similar Research, Development, Testing and Evaluation (RDT&E) and Science and Technology (S&T) efforts is a plus.
Responsibilities:
- Plan, design, monitor and evaluate complex non-lethal weapons effects and effectiveness.
- Develop technical reports and documents to address current and historical technology development, advanced prototyping, programming, regulatory, and treaty compliance data calls pertaining to non-lethal weapons for JIFCO Staff, Program Managers, Services Representatives, and Office of the Secretary of Defense.
- Develop information papers documenting quick-look experimentation, demonstration, test, and evaluations findings and recommendations on a variety of non-lethal weapons topics, related to NLW development.
- Prepare technical briefings for public and Government venues.
- Prepare annual program review briefings per a government-provided format for a minimum of 10 discrete projects.
- Maintain and update existing prototype plans and develop and document new advanced prototype plans that are scientifically valid, and hypothesis driven.
- Review project deliverables for quality control, minor edits, format, and similar elemental corrections and coordinate routing of these deliverables for review and approval, and ensure they are archived into Government technical report repositories.
- Conduct market research to identify organizations capable of supporting JIFCO efforts.
- Prepare project financial phasing plans with Government provided formats.
- Coordinate attendance for hybrid and in-person prototype concept and candidate meetings; includes capture and distribution of meeting agendas, and minutes for the meeting events.
- Develop and distribute meeting agendas, collect and track meeting briefings and read-ahead materials, compile and distribute read-ahead content via electronic means to meeting attendees for JIFCO led technical meetings. Develop and distribute meeting minutes or summaries from each event.
- Collect and review project monthly status reports and maintain up-to-date project management data in tracking tools provided by the Government, on a monthly basis.
Qualifications:
Minimum Qualifications:
- Bachelor’s degree (Master’s preferred) in Engineering or Engineering Management. Degrees in Physical Sciences can be considered with appropriate engineering experience.
- 5+ years of experience in Research, Development, Testing and Evaluation (RDT&E), system design, integration, and/or prototyping.
- Active SECRET clearance
- Strong project management, analytical, and written communication skills.
- Verbal briefing skills to communicate complex concepts to the wide range of government, academic, joint military, scientific, and commercial audiences JIFCO regularly engages.
- Experience building presentation decks
- Familiarity with Microsoft Office Suite of applications (PowerPoint, Word, MS Teams, Excel).
Preferred Qualifications:
- Masters Degree in Engineering or Engineering Management with a focus on disciplines that best align with supporting prototyping activities for advanced non-lethal weapon systems (i.e. electrical, electric, optical, power distribution, mechanical, acoustic, biochemical engineering, etc.).
- RDT&E Experience with federal agencies such as the Department of Defense (DoD), Department of Homeland Security (DHS), Department of Energy (DoE), Federally Funded Research and Development Centers (FFRDC), University Aligned Research Centers (UARC), Academic or Commercial Developers prototyping non-lethal weapon related technologies such as: directed-energy, electronic waveforms, long-range acoustic devices, direct fire blunt munitions, and occlusion technologies.
- Knowledgeable of and able to identify organizations capable of supporting JIFCO engineering efforts.
- Possesses initiative and insight to create briefing or written content tailored to the purpose and knowledge level of audiences and decision makers, while also synthesizing content from multiple sources and existing research to maximum extent possible.
- Demonstrated ability to engage and build relationships with federal agencies, including DoD and DHS
- Familiarity working with joint military personnel and federal employees.
- Experience or understanding of military or law enforcement operations is a plus.

- On Site: Candidates should plan to work on-site full-time and be able to commute to Marine Corps Base Quantico as needed
- Remote/Hybrid Work: Do not plan on working remotely. Authorization for remote work is at the discretion of the Government.
- Travel: Occasional travel to client sites, conferences, labs, technology demonstrations or business-related events may be required.
