About This Position
Under the direction of the Director of Community and Economic Development, plans, organizes, and directs the administration and operation of the “one-stop” Permit Center. Responsible for the development review process and procedural standards ensuring compliance with the existing City policies, procedures, ordinances and applicable state and federal laws.
Work is characterized by administrative and supervisory duties in the organization, management, direction, evaluation, budget, and operation of the Permit Center. The employee makes decisions relating to the management and supervision of the Permit Center; hires, trains, supervises, disciplines, and recommends termination of assigned staff. Responsible for intra and interdepartmental coordination of the development review systems and processes. This position has a direct responsibility for the quality and accuracy of services provided to developers, citizens, builders, and City Staff.
This is a working supervisor and management position. This is an FLSA-exempt position, not eligible for overtime compensation.
SUPERVISION:
Works under the general direction and supervision of the Director of Community and Economic Development. May supervise the Permits Specialist and Permits Technician or any assigned staff.
Bachelor’s degree in public administration or other a closely field; and four (4) years of increasingly responsible public sector work to include at least (2) years of supervisory/administrative experience in a development-permitting environment. In place of above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skills, and ability to perform the essential duties listed above.

Work is performed in an office setting. Hand-eye coordination is necessary to operate various pieces of office equipment. Position requires the ability to transport oneself to a variety of locations, primarily in and around Pierce County.
While performing the duties of this job, the employee is required to stand, walk, use hands to finger, handle, feel, operate objects, tools or controls, and reach with hands and arms. The employee must occasionally lift nd/or move up to thirty(30)pounds.

- Responsible for the one-stop Permit Center development review process.
- Manages and supervises the issuance of a variety of permits.
- Serves as a member of the City Management Team.
- Formulates, recommends, and implements policies and procedures relating to the permitting process.
- Oversees, plans and coordinates the Technical Review Committee (TRC’S) meetings with developers, architects, engineers, property owners and city staff.
- Select, supervise, counsel, train and evaluate permit center staff; review work, provide work direction and guidance, establish work performance standards; conduct performance evaluations, initiate, and implement disciplinary actions as appropriate.
- Explains information required, receives, routes, and reviews permits, determines permit fees.
- Ensures proper tracking and coordination of permits; notifies inspection personnel; coordinates meeting between City staff, developers, contractors and/or the general public.
- Provides a myriad of information relating to engineering, planning, building inspection, zoning, utilities, assessments, property ownership, size and assessed value; assists contractors and the general public.
- Deals effectively with complaints received from the general public.
- Revises permit forms and/or permit application procedures manual.
- Trains and supervises other personnel in the permit application and tracking process.
- Utilizes the computerized permit tracking system to provide complete information and reports.
- Performs work that requires close attention to detail. Errors in the tracking of the permit process could result in inaccurate information being provided to contractors, engineers or architects, thus delaying construction progress. Failure to provide accurate information on zoning, assessments, construction projects and developments (both public and private,) location of City utilities and various city records could result in delay of construction in progress and a negative attitude toward City employees and management.
- Performs work that requires a considerable amount of public contact in explaining the permit process and in dealing with the public, contractors and other construction personnel in a calm, tactful and courteous manner.
- Provides revenue estimates for the department.
- Performs other duties as assigned.
