Program Overview
The DOS ESDA Program supports the U.S. Department of State, Global Acquisitions (GA) on a high visibility modernization initiative consolidating fragmented governance, sourcing, and platform support into a unified Integrated EDSA Governance & Shared Services Team. This program streamlines decision-making, enhances transparency, and accelerates technology delivery across ServiceNow, SharePoint, Power Platform, and procurement analytics. Job Description:
The Technical Lead / Solution Architect will set the technical vision for the program, guiding architecture, standards, and development quality while mentoring multi-platform engineers and ensuring all solutions align with GA’s modernization priorities.
Key Responsibilities:
- Act as a player-coach, splitting time between hands-on development and high-level architectural leadership.
- Establish engineering standards, patterns, and best practices across ServiceNow, SharePoint Online (SPFx), Power Apps, Power Automate, and related platforms.
- Conduct code reviews and ensure high-quality, maintainable, and secure solutions across all technical workstreams.
- Mentor Senior Solution Engineers and provide technical guidance across ServiceNow, SharePoint, Integration, and Power Platform workloads.
- Coordinate with PMO governance to ensure backlog priorities are fully understood and technically achievable.
- Lead evaluation of platform capabilities and provide recommendations for modernization, automation, and architecture improvements.
- Serve as an escalation point for complex technical issues, integration challenges, and cross-platform dependencies.
- Oversee adherence to GA enterprise architecture constraints and platform governance.
Required:
- Experience as a technical lead, architect, or senior engineer across multiple platforms (ServiceNow, SharePoint, Power Platform, or similar).
- Ability to design scalable, secure, and maintainable solutions.
- Experience conducting code reviews and mentoring developers.
- Strong understanding of enterprise SaaS/platform architecture.
- Ability to communicate technical concepts to PMO leadership and non-technical stakeholders.
Preferred:
- Experience with ServiceNow administration or custom application development.
- Experience developing SPFx, Power Apps, Power Automate, or API-driven workflows.
- Prior federal consulting experience, especially with modernization initiatives.
