Job Summary:

Adams Communication & Engineering Technology (ACET) is seeking an experienced Aerospace - Program Manager to lead execution of Department of Defense aviation programs. This role operates under the direction of the Vice President of Aerospace and ensures alignment with corporate objectives, contract requirements, and customer expectations.

This role is responsible for driving revenue realization, cost control, and financial compliance across multi-site aviation operations with end-to-end program management across maintenance, modification, kitting, logistics, and field support operations supporting U.S. Marine Corps aviation units. The Program Manager will work with Vice President or Aerospace Programs, Operations Managers, Program Teams, and Accounts Payable/Receivable to ensure accurate forecasting, timely invoicing, and alignment between operational execution and financial outcomes.

This is a direct billable leadership role with responsibility for program execution, financial performance, and customer engagement across multiple contracts and locations.

Key Responsibilities

Program Financial Management & Budget Control

  • Own full program P&L performance, including revenue, cost, and margin targets
  • Develop and manage monthly and quarterly financial forecasts (labor, material, and revenue)
  • Track actuals vs. plan and drive corrective actions to maintain profitability
  • Ensure alignment between operational execution and financial performance
  • Implement and manage Earned Value Management (EVM) principles
    • Track: Planned Value (PV), Earned Value (EV), Actual Cost (AC)
  • Provide monthly program performance review and actionable insights
  • Align financial metrics with schedule and production performance

Invoicing & Revenue Execution

  • Lead end-to-end invoicing lifecycle from work completion to customer billing
  • Partner with Accounts Payable / Accounts Receivableto:
    • Validate invoice accuracy
    • Track payment status and aging receivables
    • Resolve discrepancies with customers and internal teams
  • Ensure timely submission of invoices in accordance with contract requirements
  • Drive reduction of aged receivables (60/90+ days) and improve cash flow
  • Ensure proper charge code usage and cost allocation compliance
  • Support audits and financial reviews with accurate and traceable data

Operations Integration

  • Work directly with Operations Managers and Site Leadsto:
    • Align manpower plans with budget and revenue targets
    • Validate production throughput against invoicing opportunities
    • Ensure kitting and material availability supports revenue generation
  • Translate operational performance into financial outcomes and forecasts.

Procurement & Cost Control

  • Oversee material cost tracking and ensure alignment with contract funding
  • Coordinate with procurement teams to:
    • Monitor vendor costs and variances
    • Mitigate supply chain cost risks (inflation, long-lead items)
  • Ensure all costs are allowable, allocable, and compliant with FAR/DFARS

Customer & Contract Financial Interface

  • Serve as financial point of contact with NAVAIR PMA offices and CORs
  • Support contract modifications, funding alignment, and CLIN/SLIN tracking
  • Ensure invoicing aligns with contract deliverables and funding ceilings
  • Provide clear, professional communication on financial status and risks

Required Qualifications

  • Minimum 10+ years of DoD aerospace or defense program management experience
  • Strong background in program financial management, budgeting, and invoicing
  • Hands-on experience with Deltek Costpoint (or similar ERP system)
  • Working knowledge of:
    • FAR / DFARS compliance
    • Government invoicing processes (Cost Reimbursable, FFP, T&M)
    • Financial reporting and forecasting
  • Experience supporting multi-site operations and cross-functional teams
  • Demonstrated ability to lead diverse technical teams in a high-tempo environment.
  • Strong contract performance management skills.
  • Excellent communication, briefing, and customer-facing abilities.
  • Strong attention to details and accurate reporting.
  • Ability to obtain and maintain a DoD Secret clearance (T3 level).

Preferred Qualifications

  • Prior experience supporting squadrons modernization programs.
  • Experience with Depot-Level Mod Lines and O-Level Maintenance Programs.
  • Proven history managing multi-shift operations and labor/resource forecasting.
  • Experience collaborating with PMA, FST engineering teams.

Work Environment / Physical Requirements

  • Position involved long periods of standing and sitting and exposed to occasional high noise levels and physical activity can vary. (Office / Hangar Conditions)
  • Position may require lifting, bending, squatting, pushing and some climbing on step ladders.
  • Position may require travel CONUS/OCONUS. Travel 10% of the time.
  • May be required to walk around aircraft hangar around aircraft with floors that can be slick.
  • May be exposed to some sealants, adhesives, tooling oil, AV Fuel.
  • Must be able to list 50 lbs independently
  • May be around active running aircraft and exposed to high level of noise.
  • Fit for duty physical may be required.
  • Audiograms may be required.
