About This Position

Classification Summary

This position entails tasks that are technical and diverse in nature requiring independent judgment and the ability to work independently. Regular work hours are 8 am to 5 pm, however extended hours will be required. Periodic long hours are required due to deadline driven workload must be able to adapt to flexible work schedules, as necessary. Under the direction of the Village Manager, oversees the operations of the Village departments and assists in the daily management of the Village of Ruidoso. This person exercises discretion and independent judgment with respect to matters of significance within the scope of the job of Deputy Village Manager. This is an exempt position reporting to the Village Manager.

Job Title Summary

The Deputy Village Manager provides executive level guidance and direction to ensure the efficient management and effective operation of the Village of Ruidoso and all its departments. The Deputy Village Manager assists the Village Manager and directs the day-to-day operations of the Village of Ruidoso to perform this job successfully; an individual must be able to perform each essential function from strategy to execution. The Deputy Village Manager works under the supervision of the Village Manager and performs the duties of the Village Manager during his/her absence. This position is responsible, directly and through subordinate supervisors, for the performance of full time and part time staff. Duties are performed with significant latitude for independent judgment in accordance with Department and Village policies, Federal, State and Local regulations.

    • Performs professional level managerial duties and provides leadership and management to ensure that the mission and goals of the Village Manager are carried out and accomplished
    • Assists the Village Manager in daily management of the Village operations and acts as the Village Manager in his/her absence.
    • Meets with Department Directors assigned by the Village Manager on a regular basis to receive updates and/or provide guidance. Regularly assists and advises Directors in evaluating and solving organizational problems and developing projects.
    • Maintains regular contact with the Village Manager to keep him/her apprised of situations and issues
    • Work consists of complex and responsible professional administrative duties and may serve as a head of one or more departments.
    • Develops proposed policies, procedures, ordinances, and resolutions on a wide variety of topics for Village Manager and Council review
    • Assists in directing and coordinating the administration of the Village government in accordance with polices determined by the Governing Body
    • Works with the Village Manager to spearhead the development, communication, and implementation of effective growth strategies and processes
    • Collaborates with the Management Team and staff to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the growth objectives of the Village.
    • When requested by the Village Manager meets with the Governing Body on a regular basis both formally and informally to provide information on Village business, set Village policies, work on programs, and assist the Governing Body in understand issues and concerns.
    • Attends Council Meetings, JUB Meetings, Workshops, and serves on numerous committees, boards, and commissions as the Village representative.
    • Attends meetings with federal, state, and local government officials to discuss issues relevant to Village business
    • Assists in the responsibility for the enforcement of ordinances, rules, regulations, and policies enacted by the Governing Body
    • Assists with the responsibilities of for the hiring, evaluating, promoting, supervising, and disciplining Department Directors
    • Assists the Department Directors when needed in any employee process from hiring to termination of employees following established procedures and policy
    • Assists with the Village’s risk management activities related to property, general liability, and personnel litigation.
    • Guides and develops Department Directors in the accomplishment of their professional growth and works with the Department Directors to determine and recommend levels of staff and equipment needed to provide effective services to the Village of Ruidoso.
    • Provides the Village Manager with accurate and timely information to support decision-making and policy direction
    • Promotes an effective and responsive organizational culture. Develops and assists in the implementation of new or revised programs, operational analysis, and organizational structure.
    • Organizes and directs special projects, work groups, and task forces; identifies and implements steps to make designated departments progressively more effective, efficient and customer service oriented.
    • Develops systems, projects, policies, and procedures to streamline operations, reduce expenditures, and improve services
    • Assists in advising the Governing Body of financial conditions and current and future Village needs
    • Works to secure funding and grants for the Village projects.
    • Motivates and leads a high-performance management team and staff, provides mentoring as a cornerstone to career development.
    • Delegates work to appropriate staff, set expectations, and monitor the delegated activities.

Other Responsibilities or Job Requirements

    • Responds and handles citizen and customer complaints, concerns, and requests in a progressive manner by coordinating Village response and if needed meeting with the public.
    • Must have some knowledge in water rights, NM law as it related to water and water systems
    • Assists in preparing annual budget requests; reviews and analyzes annual budgets and assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
    • Must maintain a high level of computer abilities and keep up with changing technology.
    • Maintains harmony among workers and resolves grievances.
    • Identifies and resolves problems in a timely manner, gathers and analyzes information skillfully.
    • Makes presentations to Governing Body, boards, civic groups, and the general public
    • Assures that assigned areas of responsibility are performed within budget.
    • Adheres to safety practices and standards, attends safety meetings and trainings.
    • Looks for ways to improve and promote quality and demonstrates accuracy and thoroughness.
    • Completes personal timesheet accurately and timely and ensures time is reported based on actual time worked.
    • Ensures computer is backed up once a month and adheres to IT Policies in place by the Village of Ruidoso
    • Reports any suspected fraud and/or abuse to the Village Manager.
    • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
    • Ensures any reports of harassment are immediately reported and appropriate actions are taken.
    • Ensures the safety and security of all Village properties, employees and public

Physical Demands

  • Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
  • The usual requirements in an office environment may require lifting boxes of supplies, equipment, and occasional adjustment of office furniture.
  • Occasionally required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms
  • Occasionally required to climb or balance, stoop, kneel, crouch or crawl, and smell
  • Occasionally pushing, pulling, lifting, and/or moving up to 25 pounds
  • Occasionally bending or squatting required.

Work Environment

  • Possess ability to adapt to inclement weather conditions and/or situations.
  • Noise level could be moderate to loud in work environment.

Master's Degree in Business, Public Administration or related field preferred and 3 years of professional supervisory level public administration or closely related work Or Bachelor Degree in Public Administration, Business Administration or other related field and 6 years of professional supervisory level public administration or closely related work Or a combination of formal education with a minimum of 10 years professional level public administration for a municipality required.

Must have excellent oral and written communication skills, negotiation ability, and demonstrated managerial ability. Must be able to pass criminal history checks. Must be able to pass a credit check. Must be willing to take and pass a drug/alcohol test and comply with Village “Drug Free” Policy.

Licenses and/or Certifications

Must possess and maintain valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. The Village will conduct MVR background checks.
