About This Position
This classification must align multiple aspects of the Ventura Superior Court’s document and data management initiatives by working with court operations, vendor technical architects, and project managers to articulate tasks, risks, dependencies, data migration plans, and reporting/dashboard needs for the Court’s electronic case management systems (eCourt, Odyssey, or equivalent).
Distinguishing Characteristics
The Database & BI Analyst is distinguished from the Information Systems Analyst role in that it requires an in-depth understanding of database technologies, reporting/BI platforms, and case management systems. The role demands strong knowledge of Microsoft SQL and Oracle administration, Reporting Services (SSRS/ SAP Crystal Server), Crystal Reports, Tableau, and Power BI, as well as experience supporting court case management systems such as eCourt, Odyssey, or ICMS. Additional experience with process automation, programming (C#, Visual Basic, or Java), XML data formatting, and Analysis Services is preferred.
Duties may include, but are not limited to, the following:
- Creates, administers, maintains, and supports Court database and related systems; performs database modeling for logical and physical design; installs and configures database software; performs tuning and optimization.
- Plans, schedules, and performs database maintenance; creates and executes SQL scripts; performs data loads, scrubs, and capacity planning.
- Designs, develops, and maintains reports and dashboards using SSRS, Crystal Reports, Tableau, and Power BI; ensures accuracy, performance, and usability of all reporting solutions.
- Collaborates with stakeholders to gather reporting and data visualization requirements; translates business needs into technical specifications and solutions.
- Administers the Court’s Case Management System data migration projects, acting as subject matter expert from requirements through implementation.
- Develops, maintains, and implements guidelines for management of development, testing, and production database/reporting environments.
- Creates and maintains user and system documentation; provides user support and training on reports and dashboards.
- Administers the Court’s Document Management System; ensures proper processing of incoming images of case documents; develops archival, backup, and recovery strategies.
- Analyzes requests for new database or reporting capabilities; determines feasibility, technical requirements, and resource needs.
- Oversees the work of Court, vendor, and partner technical staff as needed; prepares and delivers project status updates.
- Leads assigned projects from requirements analysis through design, development, testing, deployment, and maintenance, working independently with minimal supervision and coordinating with Court staff, vendors, and technical partners as needed.
Any combination of education and experience, which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge and experience may be obtained with a bachelor’s degree from an accredited college or university, or its equivalent in the U.S. college system.
At least five (5) years of professional experience as an Oracle or Microsoft SQL Server database administrator, with expertise in backup/recovery, performance tuning, monitoring, security, and high-volume data environments, including experience with data mapping, application migration, infrastructure, virtualization, and disaster recovery.
Demonstrated experience in reporting and business intelligence using SSRS, Crystal Reports, and at least one dashboard platform (Tableau, Power BI, or equivalent).
Familiarity with court case management systems such as eCourt, Odyssey, or equivalent, including data migration, reporting integration, and system support.
Proficiency in writing UNIX/Linux shell and Microsoft PowerShell scripts.
Knowledge, Skills, and Abilities:
- In-depth knowledge of Microsoft SQL Server and Oracle (administration, tuning, backup/recovery, security, replication).
- Strong knowledge of reporting and BI platforms: SSRS, Crystal Reports, Tableau, Power BI.
- Considerable knowledge of systems analysis, process automation, debugging, and Active Directory/LDAP authentication.
- Excellent written, verbal, and technical communication skills; ability to interface with users, project managers, Court administration, and developers.
- Attention to detail and experience working with large data sets and high-volume databases.
Physical Requirement:
- Ability to use a personal computer and its peripherals including keyboard, mouse and monitor for extended periods of time.
- Ability to sit for extended periods of time.
- Ability to work in an environment that includes frequent interruptions and simultaneous attention to multiple tasks.
- Ability to grasp and/or manipulate files, binders, pieces of paper or small objects.

- May require movement throughout the courthouse delivering and/or retrieving forms, files, materials and information to and from other departments, including lifting file boxes, files or binders up to 10 lbs.
- Shared office environment with varying degrees of hot and cold air.
- Shared workstation with varying set up.
- Requires exposure to dust, printer, or fax machine toner.
- Requires the ability to travel or be transported to work at other court locations, intermittently, temporarily or on a regular basis, depending on the business need of the court.
- Must be able to traverse indoors and outdoors, over uneven ground and pavement in all types of weather.
- Constant interruptions, with high volume of telephone and personal interaction.
