About This Position

Position Summary
  • This position is responsible to provide professional engineering to plan, develop, design, coordinate and facilitate projects related to designs modifications, extensions and improvements to high voltage underground and overhead electrical distribution systems, substations, and City buildings and electrical systems.
  • Essential Functions
  • Supports the Electric Engineering Manager with project management, specifications, system modeling, SCADA design and implementations, and planning capital projects.
  • Functions as a part of the City leadership team, supporting City initiatives and activities.
  • Reviews commercial and industrial development plans and work with developers, contractors and customers in the installation of electrical infrastructure. Coordinates and reviews projects that expand the City’s electrical infrastructure with customers, contractors, developers and other City departments.
  • Under direction of Professional Engineer, performs complex calculations in the field of electric engineering with regard to system performance and design, including power quality analysis, voltage drop, fault current, system capacity and system sizing.
  • Under direction of Professional Engineer, develops settings and programming for electric equipment used throughout the electric system and ensures proper coordination between various system components.
  • Under direction of Professional Engineer, designs improvements and expansions to electrical infrastructure in the city including substations, primary and secondary system, relays, protective devices, and street lighting.
  • Develops and performs system switching procedures to avoid/minimize power interruption for customers.
  • Performs field inspections ensuring compliance with Departmental and City policy, State and Local laws, codes, and quality assurance standards.
  • Under direction of Professional Engineer, develops, publishes and maintains specification and standards and ensures projects comply with applicable state laws and departmental policies.
  • Maintains and updates department record keeping systems, both paper and electronic formats.
  • Coordinates and reviews projects that expand the City's electrical infrastructure with customers, contractors, developers and other City departments.
  • Responds to and assists in resolving customer complaints, concerns and inquiries.
  • Performs economic analysis for overhead and underground electric system installations.
  • Perform system modeling by utilizing specialized software applications.
  • Attends meetings and briefings on a regular basis to keep current on safety and operational issues, including safety meetings, schools and seminars.
  • Reports to work within specified time limits when serving “on call.” Responds to emergency conditions 24/7/365 regardless of weather conditions as required by system demands whether on-call or not.
  • Attends after hour meetings and events as required.
  • Other duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of City Code of Ordinances, Tennessee Code Annotation (TCA), and all other applicable federal, state and local regulatory requirements.
  • Knowledge of the principles and practices of Electrical Engineering.
  • Knowledge of electrical power and electrical transmission and distribution systems.
  • Knowledge of electrical systems and operations, including automated systems such as Automated Meter Infrastructure, SCADA systems and system modeling.
  • Knowledge of local, State and Federal laws and regulations pertaining to utilities, and other regulatory requirements.
  • Knowledge of and ability to effectively utilize the principles of strategic and long and short-range planning.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Knowledge of City policies, procedures and practices.
  • Knowledge of local government organization and its departmental operating requirements.
  • Considerable knowledge of modern office practices and procedures.
  • Ability to analyze and prepare organizational and functional reports from research data.
  • General knowledge of standard office procedures, practices, equipment and office assistance techniques.
  • Ability to work the allocated hours of the position.
Required Education, Experience, Licensing, and Certifications
  • Bachelor’s Degree in Electrical Engineering from accredited university program and two (2) years previous engineering or project management experience.
  • Ability to obtain FE (EIT) certification within 6 months of hire
  • Must meet United States Citizen requirements as determined by the United States Department of Energy.
