About This Position

This leadership and supervisory position is responsible for the oversight of the water and sewer field operations, specifically supervising the Utility Service Technicians I, II and III. This position ensures the daily work orders are distributed and completed in an accurate and timely manner. This position may also require a significant amount of routine manual labor involving general maintenance, construction, and manual labor activities. This position works under the direct supervision of the Field Operations Manager and the general supervision of the Public Works Director.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS:
1. Assigns and assists in completing work orders for the Water and Sewer Department based upon priority, weather conditions and available staffing.
2. Monitors activities of field employees to assist in the preparation of performance evaluations.
3. Supervises and may assist in the maintenance, repair and installation of City water and sewer mains, installation and repair of new water and sewer services.
4. Supervises and may assist in the maintenance and installation of fire hydrants, valves and fittings.
5. Supervises and may assist in the installation of gravity sewer mains, laterals and manholes.
6. Supervises and may assist in the installation and maintenance of sewer pump stations and force mains.
7. Assists in monitoring control and maintenance of the inventory supply room; verifies work orders on a daily basis for accuracy; verifies physical inventory on a quarterly basis.
8. Reviews all departmental safety bulletins and safety materials provided by manufacturers, OSHA, other agencies as well as the City of Belleview’s Safety Committee; reviews safety policy and procedures with Water and Sewer employees; wears all required safety equipment and ensures that all safety procedures are followed.
9. Completes reports for employee activity, inventory control and equipment and vehicle maintenance.
10. Monitors SCADA system.
11. Supervises and assists in the setup of Maintenance of Traffic (MOT) when required.
12. Temporarily fills in for Field Operations Manager in their absence.

EXAMPLES OF NONESSENTIAL JOB FUNCTIONS:
1. Monitors and maintains the tools and equipment required to properly perform daily tasks.
2. Attends various meetings, in association with the job functions.
3. Assists in the set-up and takedown of traffic control elements and site cleanup pre and post city sponsored events or events the city participates in such as Fourth of July, Light Up and Christmas parade (1st Sat/Sun Dec.), Trunk or Treat (Sat. prior to Halloween) and Founders Day (1st Sat of May).
3. Performs other duties and work assignments as required.

SERVICE:
1. Reports to work at the assigned time and place in the proper uniform with the assigned personal tools and equipment required to complete all essential and non-essential job functions; proceeds with job functions unless otherwise instructed or assigned.
2. Direct contact with city employees in repairing and maintaining water and sewer service.
3. Occasionally assists citizens, vendors and other City employees in person when they come to the job site.
4. Direct contact with city employees of other agencies or contractors employed by the city, in person, over the telephone, and through written correspondence.

PHYSICAL ACTIVITIES FOR EACH ESSENTIAL JOB FUNCTION:
Temporary modifications to provide reasonable accommodations do not waive any essential functions of the job requirements.
This employee must be capable of accomplishing the following tasks:


1. Reading, understanding and completing work orders and other miscellaneous forms, both by hand and in the city’s computer system.
2. Bending, stooping, lifting, kneeling to manually install or remove water meters of various sizes for repair or replacement using a variety of pipes, wrenches, pliers, gaskets and other equipment; using shovels to dig and reach underground meters and pipes; ability to safely lift (with another crew member if necessary) meter boxes that can weigh up to 50 pounds for repair or replacement.
3. Working for long periods of time in a trench; digging, leveling and covering water and sewer pipe with a shovel; carrying water and sewer pipes weighing up to 50 pounds over uneven ground; bending, stooping, kneeling and lifting to clean and prepare pipe for installation; strength to install pipe by using a pry bar to force the pipe together; installing mechanical joint fittings by bending down in trench, seating rubber gaskets with a hammer, and tightening bolts by hand; bending and twisting to reach tools, equipment and work; carrying fittings, weighing up to 50 pounds over uneven ground; operating loader and/or back-hoe digging trenches to cover or level excavated areas, load material on trucks, set manholes, and set valves and fire hydrants.
4. Turning water on or off for customers or other departments by locating meter and manually turning off valves using valve wrench (requires physical strength and manual dexterity to use both hands simultaneously to turn valve as needed); using a metal locator at times to locate meters that are hidden; reading meters; recording readings with hand-held system or on standard forms if necessary; checking water meter for correct reading and flow.
5. Ability to conduct meter tests to analyze and evaluate problems; checking accuracy of water meters by manually removing tester from the back of a truck and carrying it meter location; using both hands to operate meter tester and work with valves; visually taking readings; recording test results onto standard forms upon completion of test; manually lifting hatch-type door, using ladder to reach work area, bending and stooping to reach meters; carrying tools and meter tester through small openings in below ground work areas;
6. Ability to read and understand manufacturer’s guidelines and manuals; ability to operating all equipment within manufacturer's guidelines; ability to visually and audibly check equipment for possible hazards and equipment malfunctions.
7. Ability to neatly and thoroughly complete city forms while seated in a vehicle or at a desk.

WORK ENVIRONMENT:
1. This position, in conjunction with current city operations, normally works a four ten-hour day work week from Monday through Thursday.
2. This position is an “essential employee” and is required to report for work for any declared emergency or major disaster.
3. Most assigned tasks are completed outdoors from work orders or under direction of the Field Operations Supervisor and / or the Public Works Director. These tasks are completed in all types of weather, including adverse weather conditions.
4. Supervises a crew consisting of up to four other individuals and may on occasion work alone.
5. Operates both manual equipment and automated equipment. All equipment is provided; some tools are shared.
6. Required to be “on-call” person on a rotating basis and may on occasion be called in as staffing and licensing requires.

MINIMUM SKILLS:
1. Ability to perform strenuous manual labor.
2. Ability to follow oral and written instructions and complete daily work orders.
3. Ability to safely and efficiently operate small hand and power tools, chain saws, cut saws, handheld compactors, pumps, ventilator and sewer cleaning machine.
4. Ability to safely and efficiently operate heavy equipment such as the front-end loader, backhoe, excavator and roller.
5. Ability to communicate efficiently and courteously both in person, over the telephone and through written correspondence.
6. Ability to keep accurate records and resolve problems found on work orders.
7. Ability to be punctual and regular in attendance.
8. Ability to supervise to field employees.
9. Ability to use independent judgement.
10. Ability to respond and change priorities to meet service demands and emergencies.
11. Ability to work effectively with all city departments, other governmental agencies, and vendors.
12. Ability to safely handle chemicals related to water line construction.
13. Knowledge of water and sewer fittings and the proper installation of these fittings.
14. Knowledge of the City's streets and their layout and the addressing system used by the city.
15. Knowledge of materials and meters used in the maintenance, testing, repair of water meter service lines.
16. Knowledge of sewage pumping station repair and maintenance including electrical system troubleshooting and repair.
17. Knowledge of the mechanical operation and repair of tools and equipment.
1. Must possess a high school diploma or GED.
2. Four years City water and sewer experience; or 4 years general w/s operations experience; or 4 years plumbing installation experience; or 4 years underground utilities construction experience; or any combination thereof.

PROFESSIONAL LICENSES / CERTIFICATIONS:
1. Must possess a valid Florida Driver’s License, Class B CDL.
2. Must possess and keep current a State of Florida, Class 2 Water Distribution System Operator’s Certificate.
3. Must possess and keep current a State of Florida Department of Transportation Maintenance of Traffic (MOT) certificate.
RESIDENCY REQUIREMENTS:
No residency requirement. However, must live within 15 miles or 30 minutes of the Public Works office. City provided cell phone.

SAFETY EQUIPMENT:
Supplied with and required to use cones, barricades, fire extinguishers, first aid kits, hard hat, traffic safety vest, safety glasses, ear protectors (earmuffs or plugs) and gloves, back support belt and other protective garments. Toe reinforced and puncture proof footwear is required, and the cost is reimbursed in accordance with city policy.
