Senior Management Analyst (or Management Analyst)

Future Scheduled Salary Increase:

The Department of Public Services and Engineering (PSE) is responsible for maintaining the City’s physical infrastructure and maintenance for the City’s beaches, facilities, parks, streets and sidewalks, fleet assets, parks, sanitary sewer, and storm drain systems, and rights of way while protecting the public’s health and safety. The department also provides engineering and capital improvement program (CIP) management, including planning, design, construction, and repair of the City’s buildings, parks, streets, and utility systems as well as management of a wide range of services and programs.

The Department of Public Services and Engineering (PSE) is seeking an experienced and versatile professional to join its Administration and Contract Support Division. This full-time position may be filled at either the Management Analyst or Senior Management Analyst level, depending on the candidate’s experience and qualifications.

The Administration and Contract Support Division serves as the analytical and operational backbone of PSE, providing procurement, contracting, and administrative support to departmental divisions and other City departments. In this role, the Analyst will lead advanced analytical work across a broad portfolio, including capital improvement program (CIP) development and management, acquisition strategy, and procurement. The portfolio may also include support for environmental services, grant writing and administration, rate studies, project management, budgeting, special revenue administration, and quality assurance. The position includes direct supervision of staff and programs.

Reporting to the PSE Administration Manager, the Analyst will serve as a key member of the procurement team, with primary responsibilities related to the capital improvement program. Duties include serving as a main point of contact for employees, executives, contractors, consultants, the public, and Commission and Committee members; issuing formal solicitations; reviewing bids and proposals for responsiveness; assisting in the development and implementation of procurement policies and strategies; providing technical procurement guidance and training; identifying and implementing process improvements; and supporting review and approval of project accounting.

The ideal candidate will possess:
  • Five or more years of progressively responsible experience in procurement, contracts, capital project delivery, engineering administration, or public works.
  • Direct experience supporting CIP projects and conducting public agency competitive solicitations (RFQs, RFPs, RFBs, contractor prequalification, etc.).
  • A demonstrated ability to manage complex projects and competing priorities.
    Strong critical thinking skills, with the ability to work both independently and collaboratively.
    Extensive knowledge of the Public Contract Code and other relevant procurement requirements.
  • Professional procurement certification (CPCM, CPPO, etc.) is highly desirable.
  • A strong work ethic, high productivity, and a commitment to excellent customer service.
  • Knowledge of CIP project phases, contracting regulations, and industry standards.
  • Proficiency with ERP systems (such as Tyler Munis), contract management software, and reporting/data analysis tools.
  • Proven leadership skills.

Management Analyst:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

  • Professional level experience performing general administrative staff work with operational or developmental emphasis.

Education/Training:

  • Completion of college level coursework leading to completion of a major in public administration, business administration, operations research or a closely related field.
  • At least four (4) years of experience performing administrative-level duties OR two (2) years of experience at or equivalent to the level of Office Specialist or Department Administrative Assistant in the City of Coronado, from which the incumbent has acquired the knowledge, skills and abilities listed below.

OR

Senior Management Analyst:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

  • At least five (5) years of increasingly responsible professional-level program administration or analytical experience.

Education/Training:

  • Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration or a related field.

Licenses and Certificates:

  • Possession of a valid Class C California Driver's License with a safe driving record.

Preferred Qualifications

  • Five (5) years of supervisory experience, knowledge of California regulatory requirements pertaining to public works projects.
  • Experience handling diverse types of contracts across multiple professional fields and vendors, preferably with a governmental entity or municipality.
  • Knowledgeable about CIP budget accounts and generally accepted accounting practices, knowledge of Public Contract Code, including the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and procurement best practices.
  • Procurement certification (CSCP, CPPM or similar) highly desired.

Examination & Selection Process:

Application Review Phase:

A completed City of Coronado employment application and resume must be required by the Human Resources Division by July 7, 2026, at 11:59 PM. Applications will be reviewed on the basis of relevant education, training, and experience.

Examination Process:

Applicants who meet minimum qualifications and are considered most qualified will be invited to participate in an oral panel interview (100%).

Department Interview:

The top candidates will be invited to a department interview with the Administration Supervisor/Manager and Director of Public Services and Engineering. Additionally, applicants may be requested to undertake one of the following exercises – written assessment, practical, or presentation – as part of the evaluation process.

Establishment of Eligibility List:

Candidates who successfully complete the examination process will be placed on the eligibility list for a period of at least six months. Candidates must obtain a 70% or above in all components of the examination to pass. Applicants will be notified via email of their eligibility status.
