Job Description

Program Manager

KeenLogic is seeking a Program Manager to lead operations supporting a federal government program. This project provides comprehensive broadcast communications and audiovisual (AV) services, spanning video production, livestreaming, archiving, media distribution, and technical systems maintenance.

The Program Manager will oversee all contract performance, ensuring the delivery of high-quality media and broadcast support services across multiple divisions and work centers. This role serves as the primary point of contact for government leadership and is responsible for program planning, execution, and reporting. The Program Manager will manage a diverse technical team, coordinate daily operations, ensure compliance, and lead seamless transitions between contractors.

This is a full-time, onsite position based in Washington, D.C., with a Monday through Friday schedule from 8:30 AM to 5:00 PM. KeenLogic offers Fortune 500-level benefits, including health, dental, and vision insurance, PTO, 401(k), and life insurance.

Required Qualifications

  • Active TS with SCI eligibility.
  • 10+ years of experience as a Program Manager managing and coordinating programs of similar complexity and magnitude, managing program staff, and ensuring conformance of deliverables to contract requirements.
  • Similar complexity and magnitude are defined as managing 30 or more FTEs working across multiple work centers with time-sensitive or on-call requirements on contract(s) in excess of $25M.
  • 5+ years of relevant experience creating program cost estimates for programs of similar complexity and magnitude.
  • Experience providing cost estimates for contract purchases, including breakouts of applicable cost components such as item costs, material and handling fees, General and Administrative fees, delivery charges, and overhead charges on contract(s) in excess of $25M.
  • 3+ years of relevant experience managing Time and Materials (T&M) or Labor Hour contracts, with an emphasis on calculating and reporting burn rates.

Duties and Responsibilities

  • Provide onsite program oversight, ensuring effective management and coordination across all work centers.
  • Serve as the primary point of contact (POC) for the Contracting Officer’s Representative (COR), maintaining open communication and prompt issue resolution.
  • Oversee daily operations and ensure all tasks and deliverables are completed accurately and on schedule in accordance with the Performance Work Statement (PWS).
  • Prepare and maintain a comprehensive Management Plan detailing the technical approach, organizational structure, resources, and management controls required for successful task order execution.
  • Develop, submit, and execute transition-in and transition-out plans to ensure seamless continuity of services during contractor turnover periods.
  • Coordinate knowledge transfer, training, and shadowing activities to ensure incoming personnel are properly prepared to assume responsibilities without disruption.
  • Monitor and verify system and facility access in coordination with government stakeholders to ensure operational readiness.
  • Lead and participate in program reviews, working groups, and briefings to communicate technical, cost, and schedule performance updates.
  • Manage risk, identify performance gaps, and implement corrective actions to maintain service quality and compliance with government requirements.
  • Ensure timely delivery of all monthly reports and documentation to the COR and relevant government offices.
  • Foster collaboration with incumbent or follow-on contractors to achieve smooth transitions with no degradation in service levels.
  • Maintain full disclosure and transparency regarding technical, financial, and programmatic information throughout the task order lifecycle.
  • Provide contingency planning and staff management support, ensuring all team members meet performance expectations and project standards.
