Job Summary
The Government Property and Configuration Specialist is responsible for the management, accountability, and control of Government furnished property (GFP) and Contractor acquired property (CAP) in compliance with U.S. Department of Defense (DoD) contract requirements as well as serving as the administrator overseeing the site’s document management. This position ensures the Global Military Product’s Government Property Management System comply with applicable FAR and DFARS property clauses throughout the entire property lifecycle, including receipt, identification, tracking, inventory, reporting, and disposition as well as ensuring our document management system is maintained and orderly. The ideal candidate has experience in government contracting environments, particularly with working knowledge of Government Property Management System requirements and regulations.
Location
Global Military Products operates the Quad City Cartridge Case Facility (QCCCF) located at the Rock Island Arsenal in Rock Island, IL This position will be based at the QCCCF located at the Rock Island Arsenal in Rock Island, IL.
Essential Duties & Responsibilities
• Administer government property in accordance with FAR 52.245 1, Government Property, including all lifecycle management, record keeping, and reporting requirements.
• Organize and maintain the site’s documentation and serve as the site’s Document Management System Administrator.
• Support compliance with applicable DFARS 252.245 7001, Tagging, Labeling, and Marking of Government Furnished Property.
• Support reporting requirements under DFARS 252.245 7002, Reporting Loss of Government Property.
• Ensure timely receipt, tagging, labeling, and marking of government property in accordance with regulations.
• Track property location, movement, custody, and condition across all operating locations.
• Plan and conduct physical inventories, to include a baseline inventory and annual or periodic inventories.
• Reconcile system records with physical assets and investigate discrepancies.
• Implement contractual property requirements across all applicable programs and delivery orders.
• Maintain readiness for DCMA oversight, including Property Management System Analysis (PMSA) reviews.
• Support development and/or maintenance of internal policy and procedures related to the management of Government and Contractor Acquired Property
• Will interface with Contracts, Supply Chain, Program Management, Finance, Engineering, Quality, and Security personnel, as well as DCMA or other U.S. Government personnel.
• Other duties as assigned by management.
Qualifications & Requirements
• Candidates must be considered ITAR Authorized US Persons as defined under 22 CFR § 120.62.
• Bachelor’s degree in Business, Supply Chain Management, Logistics, Finance, or related field.
• 1 to 3 years of experience with administering government property in accordance with USG/DoD regulations, including FAR 52.245-1, DFARS 252.245-7001, and DFARS 252.245-7002. Experience supporting DCMA PMSA is preferred.
• Experience with document management systems preferred.
• Experience with organizing and cataloguing both digital and physical documentation.
• Ability to multitask with high attention to detail.
• Excellent time management and strong organizational skills.
• Proficient in Microsoft Office suite (Work, Excel, Outlook). Familiarity working within the U.S. Governement PIEE Government Property environment.
• ISO 9001:2015 training preferred.
Physical Demands & Abilities
• Regularly spend hours sitting and using office equipment and computers
• Regularly move from sitting to standing positions effortlessly
• Frequently walking a facility, occasionally climbing stairs and operating in an industrial/manufacturing environment.
• Frequently lifting or exerting upwards of 25lbs, occasionally lifting or exerting upwards of 50lbs.
Working Conditions
• Work will be completed in an office and heavy manufacturing environment. Work may include some travel, although infrequent.
