Position Overview:

The Property Supervisor serves as the central authority for the collection, inventory, safeguarding, tracking, storage, and return of all detainees’ personal property within a federally contracted ICE processing facility.

This role ensures full chain-of-custody accountability, accurate documentation, and strict compliance with Federal standards, contractual requirements, and federal oversight expectations.

The Property Supervisor functions as the single point of responsibility for property control operations, ensuring that all items are handled securely, ethically, and consistently throughout the intake, storage, and discharge lifecycle.

The position is the facility’s lead for all property-related issues, including discrepancies, claims, audits, and compliance reviews.

Essential Functions:

Property Intake, Inventory & Chain-of-Custody Control

Oversee collection and intake of all detainees’ personal property upon arrival.Ensure accurate inventory and documentation of all items, including clothing, valuables, documents, personal effectsEstablish and enforce chain-of-custody protocols from intake through final disposition.Verify that all property is logged correctly, tagged/identified, stored according to policy.Ensure property receipts are issued and documented in accordance with requirements.

Secure Storage & Property Management

Manage and supervise all property storage areas, ensuring:Security and controlled accessOrganization and traceability of stored itemsProtection against loss, theft, or damageMaintain systems for:Property tracking (manual or electronic logs)Location control (bin/room-level tracking)Conduct routine inspections and reconciliations of stored property.

Property Tracking, Auditing & Accountability

Maintain real-time tracking and accountability for all detainee property.Conduct and oversee:Daily, weekly, and periodic auditsInventory reconciliation checksIdentify and investigate:Missing itemsDocumentation discrepanciesChain-of-custody breaksImplement corrective actions and ensure resolution of discrepancies.Support internal QA/QC programs and external audits, ensuring documentation and records meet compliance requirements.

Property Return & Disposition

Oversee the accurate and timely return of all property upon Release, Transfer, Discharge.Ensure identity verification and proper sign-off procedures during return.Maintain full documentation for Returned property, Abandoned, transferred, or disposed items.Resolve property claims or disputes in coordination with leadership and ICE representatives.

Compliance & Regulatory Adherence

Ensure compliance with Federal standards for operational and housing facilities, including documentation and reporting requirements.Maintain readiness for Federal inspections, external oversight reviews.Ensure all processes protect:Resident rightsDue processTransparency and accountability

Staff Supervision & Operational Oversight

Supervise property officers, clerks, or assigned staff.Ensure staff are trained in:Property handling proceduresDocumentation standardsSecurity protocolsEnforce adherence to:PoliciesChain-of-custody proceduresProfessional conduct standards

Incident Response & Risk Mitigation

Lead response to property-related incidents, including:Lost or missing propertyTheft or mishandling allegationsDocumentation errorsConduct reviews and implement corrective action plans aligned with compliance practices.Ensure all incidents are:Properly documentedReported through appropriate channels

Required Qualifications & Core Competencies

Minimum 2 years of experience in property control, inventory management, logistics, or asset accountability.Experience working in secure environments, government, corrections, or compliance-driven settings preferred.2+ years of direct staff supervision/management experienceStrong knowledge of inventory control systems, chain-of-custody procedures, recordkeeping and audit practices.Demonstrated ability to:Maintain strict accountability with zero tolerance for errorsIdentify discrepancies and enforce corrective actionOperate with high attention to detail and integrityStrong skills in:Organization and documentationProblem-solving and investigationCommunication and coordinationBilingual

Preferred Qualifications

Experience in correctional facilities or similar federally regulated environmentsFamiliarity with:QA/QC programsAudit preparation and inspections

Physical Requirements:

Ability to stand, walk, and conduct facility rounds for extended periods (8–12 hours per shift)  Ability to lift and move supplies up to 50 lbs  Ability to respond quickly to emergencies throughout the facility  Ability to work in indoor and outdoor environments  Ability to review documentation, reports, and operational records with attention to detail. Ability to sit for extended periods for administrative tasks and documentation  

Work Environment:

Fully onsite position Work schedules include 24/7 coverage, and may include shifts overnight, evenings, weekends, and holidays.Fast-paced operational environment requiring attention to detail and professionalism
