POSITION PURPOSE

The Manager of Facilities provides day-to-day operational leadership for IndyGo's facilities maintenance function, ensuring the Authority's buildings, maintenance facilities, administrative offices, transit centers, bus stops, passenger shelters, grounds, and supporting infrastructure are maintained in a safe, reliable, and efficient manner.

This position is responsible for overseeing daily maintenance operations, preventive maintenance programs, work order management, contractor performance, emergency response, and staff development. The Manager leads a 24-hour facilities operation that supports uninterrupted transit service while fostering a culture of accountability, safety, operational excellence, and continuous improvement.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Facilities Operations Leadership

  • Prioritize, assign, and monitor maintenance activities to ensuretimelycompletion of preventive maintenance, corrective maintenance, repairs, inspections, and facility improvement projects.
  • Ensure facilitiesremainoperational, safe, clean, secure, and accessible for employees, riders, and visitors.
  • Coordinate maintenance activities across multiple facilities while balancing operational priorities and available resources.
  • Lead the department's response to facility-related emergencies, utility outages, severe weather, equipment failures, and other incidents affecting business operations.

Infrastructure & Asset Maintenance

  • Oversee maintenance activities for building systems, including HVAC, plumbing, electrical, mechanical systems, fueling infrastructure, wash facilities, security systems, generators, and related equipment.
  • Ensure bus stops, passenger shelters, transit centers, signage, bike racks, parking areas, landscaping, and grounds aremaintainedin accordance withorganizational standards.
  • Monitor preventive maintenance schedules to maximize equipment reliability and extend asset life.
  • Conduct routine facility inspections andidentifymaintenance priorities, safety concerns, and opportunities for operational improvements.
  • Coordinate maintenance shutdowns and repair activities to minimize disruption to transit operations.

Operational Performance & Continuous Improvement

  • Monitor departmental performance through key performance indicators, including preventive maintenance compliance, work order completion, response times, contractor performance, facility condition, and operational efficiency.
  • Analyze maintenance trends and recommend process improvements that enhance productivity, asset reliability, and customer service.
  • Utilize computerized maintenance management systems (CMMS) and operational data to support planning, scheduling, and performance improvement.
  • Develop, implement, andmaintaindepartmental procedures, work standards, and operational best practices.

Leadership & Employee Development

  • Provide leadership, coaching, and development for supervisors, technicians, and maintenance staff.
  • Establish clear performance expectations and hold employees accountable for safety, productivity, customer service, and quality standards.
  • Promote employee engagement, teamwork, accountability, and continuous learning.
  • Partner with Human Resources and Labor Relations to administer applicable collective bargaining agreements fairly and consistently.
  • Assistwith workforce planning, scheduling, succession planning, and leadership development.

Vendor & Contractor Management

  • Coordinate and oversee contractors performing maintenance, repairs, inspections, and construction activities.
  • Monitor contractor performance to ensure compliance with contract requirements, safety standards, quality expectations, and project schedules.
  • Review completed work, recommend corrective action when necessary, and support contract administration activities.
  • Facilitate with procurement activities, requests for proposals, and vendor selection as assigned.
  • Assistwith vendor andcontractorinvoice reconciliation.

Safety, Compliance & Risk Management

  • Promote a culture where safety is the highest operational priority.
  • Ensure compliance with applicable federal, state, and local regulations, building codes, environmental requirements, and IndyGo policies.
  • Conduct facility safety inspections,identifyhazards, and implement corrective actions.
  • Investigate facility-related incidents and equipment failures,determineroot causes, and implement preventive measures.
  • Ensure employees receiverequiredsafety, regulatory, and technical training.

Resource & Budget Management

  • Assistin managing departmental operating budgets and monitoring maintenance expenditures.
  • Monitor inventory levels of maintenance materials, tools, equipment, and supplies to ensure operational readiness.
  • Recommend resource allocation strategies that improve efficiency whilemaintaininghigh service standards.
  • Support long-range maintenance planning byidentifyingrecurring maintenance needs and capital replacement priorities.

OTHER FUNCTIONS

  • Participate in departmental planning, capital improvement initiatives, and organizational projects.
  • Support implementation ofnew technologies, maintenance systems, and operational improvements.
  • Represent the Facilities Department on cross-functional teams and special projects as assigned.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Direct the daily operation of IndyGo's Facilities Department, ensuring building systems, grounds, passenger amenities, and infrastructure aremaintainedto support safe and reliable transit operations.
  • Conduct performance evaluations, provide ongoing coaching, recognize achievement, and address performance concerns ina timelyand consistent manner.

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must meet the following education and/or experience.

  • Associate'sorBachelor'sdegree in Facilities Management, Building Systems, Construction Management, Engineering Technology, ora relatedfield is preferred. Equivalent combinations of education and progressively responsible experience will be considered.
  • Five (5) or more years of progressively responsible experience in facilities maintenance, building operations, construction, or infrastructure management.
  • Three (3) or more years of supervisory or management experience leading maintenance orfacilitiespersonnel.
  • Experience supervising union-represented employees is preferred.
  • Experience managing multiple facilities and contractor relationships is preferred.
  • Valid driver's licenserequiredbecause operating company vehicles is an essential function of the position.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of commercial building operations, facility maintenance practices, and infrastructure management.
  • Working knowledge of HVAC, plumbing, electrical, mechanical, structural, fueling, and building automation systems.
  • Knowledge of preventive maintenance principles, work order management, and computerized maintenance management systems (CMMS).
  • Working knowledge of OSHA regulations, EPA requirements, ADA accessibility standards, building codes, and other applicable regulatory requirements.
  • Strong leadership, coaching, and employee development skills.
  • Demonstrated ability to prioritize competing operational demands in a fast-paced environment.
  • Strong analytical, organizational, problem-solving, and decision-making abilities.
  • Ability to analyze operational data and implement continuous improvement initiatives.
  • Excellent interpersonal, written, and verbal communication skills.
  • Proficiencyin Microsoft Office Suite and facility management technologies.

PHYSICAL DEMANDS

  • Regular on-site attendance is an essential function of this position due to the need for operational oversight, leadership presence, field inspections, emergency response, and employee support.

  • Routinely moves throughout IndyGo facilities and properties to inspect infrastructure,observework, coach employees, coordinate contractors, and respond to operational needs.
  • Must be able to remain stationary for extended periods while performing administrative work, attending meetings, and reviewing maintenance records and technical documents.
  • Frequently traverses maintenance areas, rooftops, mechanical rooms, construction sites, transit centers, bus stops, shelters, and uneven outdoor terrain.
  • Must be able toobservefacility conditions and communicate effectivelyregardingsafety hazards and emergency situations, with or without reasonable accommodation.
  • Regular exposure to heavy equipment, moving vehicles, machinery, varying weather conditions, noise, dust, fumes, hazardous materials, and other industrial or outdoor environmental conditions.
  • Local travel between IndyGo facilities isrequired. Because IndyGo operates a 24-hour transit system, occasional evening, weekend, holiday, and emergency response work is expected to support operational needs.
