Position Overview
The Senior Safety Manager serves as the bridge between field-level safety execution and FCC's organizational safety strategy. This role directly supervises Safety Managers, drives systemic safety improvement across all active projects, and builds field-level safety capability throughout the organization. Unlike the Safety Manager role which is dedicated to a single project, the Senior Safety Manager operates across multiple project sites — auditing safety program quality, developing and delivering training, and ensuring consistent adherence to FCC safety standards company-wide. This position is improvement-focused: identifying gaps, developing solutions, and elevating safety performance at every level of the organization.

Essential Functions

Leadership & Supervision
• Directly supervise Safety Managers; provide daily guidance, feedback, and oversight of their performance and professional development
• Review and approve Safety Manager daily reports, incident documentation, and inspection records for thoroughness, accuracy, and non-bias language
• Conduct regular performance check-ins with Safety Managers and escalate concerns to the Safety Operations Manager
• Serve as acting Safety Operations Manager in their absence
Multi-Site Safety Management
• Conduct regular visits to all active FCC project sites to assess the overall effectiveness of the safety program and provide guidance to Safety Managers
• Conduct unannounced 'Deep Dive' safety audits across all sites to identify systemic gaps, trends, and areas requiring corrective action
• Exercise absolute authority to halt any operation deemed unsafe or an immediate danger to personnel
• Coordinate directly with project superintendents and foremen to reinforce safe daily work planning
• Review and approve Safety Manager-prepared project safety submittals (JHAs, emergency response plans, fall protection plans, silica exposure plans) for consistency with company standards; prepare submittals independently for complex or high-risk projects
• Evaluate PPE adequacy and field compliance across all project sites; identify gaps in PPE standards or usage and escalate recommendations for new or updated equipment to the Safety Operations Manager
Training and Education – Development and Quality Control
• Design, develop, and continuously update bilingual (English/Spanish) safety training curricula tailored to masonry-specific hazards and FCC operations
• Uses Outreach Trainer credential to deliver training sessions to foremen and superintendents, ensuring consistent safety messaging is embedded at the crew level across all projects
• Audit training delivery by Safety Managers for quality, bilingual comprehension, and effectiveness; provide coaching and corrective feedback
• Implement and maintain comprehensive new hire safety orientation programs in English and Spanish
• Ensure all training materials and communications are culturally relevant and fully accessible to FCC's Spanish-speaking workforce
Incident Management
• Support Safety Managers in investigating workplace accidents, near-misses, and safety incidents
• Lead root cause analysis on significant incidents; review all incident reports for thoroughness, accuracy, and non-bias language before submission
• Ensure corrective actions and process improvements are documented, implemented, and monitored for sustained effectiveness
• Own the workers' compensation claims process in collaboration with HR; maintain accurate injury and illness records
• Ensure corrective measures from safety violations are documented, implemented, and tracked for effectiveness in partnership with supervisory personnel

Compliance and Monitoring
• Ensure FCC operates from standardized safety processes, plans, and forms including JHAs, emergency response plans, and fall protection plans
• Monitor safety compliance across all project sites; support regulatory reporting requirements
• Lead monthly safety meetings and safety committee activities; facilitate agenda development and drive accountability on action items
• Serve as subject matter expert for Subpart L (Scaffolds), Subpart M (Fall Protection), and Subpart Q (Concrete/Masonry)

Company-Wide Safety Support
• Implement behavior-based safety observation programs across all active projects
• Ensure all company-wide safety communications are culturally relevant and fully accessible to the Spanish-speaking workforce
• Collaborate with the Safety Operations Manager to develop and update company safety policies and masonry-specific safety programs
• Support safety culture initiatives and employee recognition programs

Communication and Collaboration
• Provide regular safety performance updates to the Safety Operations Manager; copy Manager on all project daily reports submitted to client
• Communicate safety trends, systemic concerns, and improvement opportunities to the management team
• Participate in project planning meetings to address safety considerations
• Represent FCC's safety program in interactions with general contractors, inspectors, and project stakeholders

Marginal Functions
Marginal functions are secondary job duties that can be reassigned or modified without altering the core nature of the position.

• Participate in special committees or cross-functional process improvement initiatives as requested.
• Perform other related professional duties as assigned by management.

Supervisory Responsibilities
• Direct Reports: Safety Coordinator, Safety Inspector, and Safety Manager
• Indirect Responsibilities: Provides functional guidance, training, workflow oversight, and safety reviews for Field Operations, Warehouse, and office personnel.

Qualifications
Required
• 5–8 years of experience in construction safety, with at least 2 years in a supervisory or lead safety role; masonry, concrete, or related trade experience strongly preferred
• OSHA 30-hour certification for construction industry required
• Bilingual proficiency in English and Spanish (speaking, reading, writing) strongly preferred
• High school diploma or equivalent
• Strong knowledge of scaffolding safety, fall protection systems, and masonry-specific hazards
• Working knowledge of OSHA construction standards, particularly Subpart M (Fall Protection), Subpart L (Scaffolds), Subpart Q (Concrete/Masonry), and Subpart X (Ladders/Stairs)
• Demonstrated ability to train, mentor, and develop safety personnel
• Excellent verbal and written communication skills in English; Spanish proficiency strongly preferred
• Valid U.S. driver's license with acceptable driving record and reliable transportation to travel between multiple project sites

Preferred
• Associate degree or relevant technical training in Construction Management, Occupational Safety, or related field
• Construction Health and Safety Technician (CHST) certification
• OSHA 510 (Occupational Safety and Health Standards for Construction) certification
OSHA 500 (Trainer Course in OSHA Standards for Construction Industry)/OSHA-Authorized Construction Outreach Trainer preferred
• Experience with Raken or similar construction management and safety software platforms
• Previous experience as a dedicated on-site safety manager for large construction projects
• First Aid/CPR instructor certification
• Ability to conduct official OSHA-10 Hour and 30-Hour Construction Industry outreach training programs and issue Department of Labor (DOL) completion cards.

Physical Requirements
• Ability to access all areas of active construction sites, including multi-story buildings under construction
• Capability to climb ladders, scaffolding, and navigate uneven terrain safely
• Capacity to work outdoors in various weather conditions and construction environments
• Ability to lift and carry safety equipment up to 50 pounds
• Capability to wear required personal protective equipment for extended periods
• Visual acuity to identify safety hazards and read safety documentation

Physical Demands & Work Environment
• Physical Demands: This position is largely mobile. It routinely requires extended periods of standing, bending, squatting, kneeling, sitting, and talking. The employee must frequently utilize hands and fingers to operate computers, mobile devices, etc.

• Work Environment: This role operates outdoors with noise levels expected for active construction sites. Occasional remote work flexibility may be permitted in alignment with corporate policy, but this role adheres to project needs and schedules. Remote is not always feasible.
