Pay: $68,201.16 - $132,857.17 (Depending on qualifications and experience)

Purpose of Position:
The purpose of this job is to assist with managing, directing and implementing Emergency Medical Rescue services for Dorchester County. Assists with managing the day-to-day operations, managing and supervising the departmental EMS staff, developing policies and procedures, representing the EMS department at public functions, responds to emergencies, performing inspections, and providing training.
Essential Job Functions:
Must possess a valid National Registered and Maryland Certified Emergency Paramedic certificate.

Able to perform all the duties of the EMS Manager/Chief in their absence

Covers Paramedic shift as needed

Assists with managing, planning and coordinating the Emergency Management operations, staff, facilities, programs and projects to include existing and future services.

Verifies compliance and completion of the Employee Training Curriculum and Employee Development.

Carries out supervisory responsibilities in accordance with the County’s Rules & Regulations, departmental policies and applicable laws.

Participates in interviewing, recommending and selecting candidates for employment. Ensures staff are trained and certified as applicable. Mentors, counsels, praises and disciplines staff. Appraises employee performance.

Assists with directing and administering operations of the ALS and BLS services arm of Public Safety of the County’s EMS system.

Manages all overtime use for EMS staff with attention to conservation of funding while maintaining adequate coverage of all shifts.

Provides input with scheduling EMS personnel accordingly ensuring adequate coverages for all shifts.

Oversees adequate inventory of supplies, equipment, etc., and ensures all labeled, stored and controlled (to include narcotics) for preparedness and readiness of emergencies. Ensures vehicles are serviced and maintained as required.

Responsible for inspection of personnel, equipment, and facilities in compliance with established Standards of Operation.

Assists with developing and managing annual budget as needed. Makes recommendations for the future needs of the department.

Maintains a positive working relationship with all Basic Life Support and Advanced Life Support providers including but not limited to Hospitals, UMMS, and other stakeholders.

Assists local fire companies with EMS needs.

Serves as a liaison between staff and top leadership. Ensures effective and thorough communications between all shifts and leadership.

Complies with reporting requests from the Medical Director and departmental Manager and carries out any directives in a prompt and timely manner.

Assists with coordination of rescue service activities with other emergency service providers during disasters.

Professionally represents the Emergency Services Department at public functions and makes presentations to business, civic, church, school, and government organizations.

Review all shift EMEDS reports for compliance (mileage, signatures, medical record #) by end of shift and resolve discrepancies.

Monitor completion of station duties.

Verify unit checks in Operative IQ.

Performs other duties as assigned.

Maintains all certifications as required by Dorchester County.
Education/Experience/Certifications (minimum qualifications):
• Associate’s degree in emergency management, public safety management, public administration with three (3) years of work-related experience required; or any equivalent combination of education training experience which provides the requisite knowledge, skills, and abilities for this job. (i.e.: Supervisory school and/or Leadership training) Preferred.
• Minimum of five consecutive years as Paramedic II (Full-time) with Dorchester County or ten or more years’ experience as Paramedic II with another agency required.
• Must be a National Registered and State of Maryland licensed Paramedic.
• Cleared by the Medical Director to actively practice.
• Advanced Airways trained.
• Incident Command Certified 100, 200, 700, 800.
• Incident Command Certified 300, 400 required or commitment to acquire within first year as Shift Supervisor.
• MFRI Hazard Material Operations Certification.
• MFRI ACLS Certified.
• MFRI PALS and/or PEPP Certified.
• MFRI BTLS certified (preferred).
• MFRI Fire Fighter I (preferred).
• Current Healthcare Provider cardio-pulmonary resuscitation (CPR).
• Successfully complete Precept Training Process as applicable (maximum training not to exceed 6 months).
• Familiarity with Image Trend and Operative IQ.
• ALADTEC or similar scheduling software trained.
• Excellent communication and people skills
• Excellent leadership and mentoring skills
• Ability to navigate stakeholder relationships in life threatening situations.
• Possession of a valid driver’s license valid with no more than three points is required.
• Must be at least 18 years old.
Physical requirements and working environment:
• Must be able to use body members to work, move or carry objects or materials. This position requires- climbing, balancing, stooping, kneeling, crouching, hearing, seeing,
and repetitive motion.
• Must be able to exert over fifty pounds of force occasionally, or up to thirty pounds force frequently. Physical demand requirements are at levels with those for heavy work.
• Must be able to endure high heat conditions and sub-freezing temperatures. Must be able to work in tight and closed spaces for extended periods of time.
• Clear vision and hearing, including the ability to communicate effectively in various environments.
• Comfortable working in both indoor and outdoor settings, exposed to varying weather conditions.
