General Description

The purpose of this job is to manage the Transition-Aged Youth (TAY) Program, which provides services and supports for clients who are transitioning out of youth services into adult services. The Program Supervisor is responsible for program management, supporting program staff and community partners, and overseeing service delivery. The Program Supervisor is also responsible for the Community Recovery Center (CRC) Programming and the ongoing development and monitoring of services provided by student interns and/or provisionally licensed staff throughout different outpatient programs. A key responsibility for this position includes leading the development, launch, and clinical oversight of future outpatient programs as they are added to service lines. This includes establishing standardized clinical workflows, ensuring regulatory compliance, and scaling staffing structures to seamlessly integrate new programs into the existing network. This position will also lead efforts to research, write, and submit proposals for grants to plan for future success of community mental health programs.

This class works under close to general supervision according to set procedures but determines how or when to complete tasks. This position reports to Director of Outpatient Specialty Programs.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position, as necessary.

• Supervise, direct, and evaluate assigned staff, processing employee concerns, directing work, disciplining, and completing employee performance appraisals.
• Support staff in service delivery and program outreach. Facilitate relationships between program staff and contracted partners in carrying out contract obligations.
• Oversee Community Recovery Center (CRC) and Healthy Transitions for Transition-Aged Youth (TAY) ensuring programs meet grant metrics, contract requirements, and support recovery-oriented systems of care.
• Collaborate with internal and external partners to identify placement opportunities and provide ongoing supervision to enrich the student learning experience for student interns and provisionally licensed individuals.
• Track grant deliverables, manage reporting requirements, and demonstrate program impact to ensure long-term financial sustainability.
• Research and target long-term federal, state, and private foundation grants that align with the agency's strategic vision. Craft grant proposals that emphasize long-term community impact, scalable program models, and measurable outcomes to attract multi-year commitments.
• Assess needs for and develop collaborative partnerships with other TAY- serving systems and coordinating resources to help facilitate access to appropriate services and supports in the community.
• Provides information on mental health, the importance of medications and treatment compliance, and other clinical related information to individuals, families, and the community as needed.
• Assists with recruitment, hiring, and training of staff.
• Provides program support in contract compliance, reporting, goals and objectives, quality assurance systems, data collection, and documentation.
• Ensures compliance with Agency policies and procedures.
• Engages in component and program development, implementation, data evaluation, and formal reporting.
• Contributes to the development of policies and procedures supporting the delivery of programs and services. Contribute to the development of a TAY-guided Handbook and Toolkit for other professionals and youth to access as are source.
• In collaboration with all Crisis & Emergency Service Division components, assures coordination and collaboration among all programs and services, and provides support to an integrated case-management approach to client services.
• Performs other duties as assigned.

Minimum Education and Experience Requirements

Requires a Master's Degree in Psychology, Social Work, Social Sciences or related behavioral field supplemented by one (1) year of clinical services experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.

Experience with trauma-informed services; cognitive behavioral therapies, including Dialectical Behavioral Therapy (DBT); and motivational therapies including the use of incentives, preferred.

Required Knowledge and Abilities

Knowledge of trauma-informed theories, principals, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.

Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses

• Requires Licensed Professional Counselor (LPC), Licensed Professional Counselor Associate (LPC-A), Licensed Clinical?Social Worker (LCSW), or Texas Licensure or Licensed Master Social Work (LMSW) Texas Licensure.
• Must possess and maintain a valid state Driver's License with an acceptable driving record.
• Must be able to pass a TB, criminal background, and drug screen.
