Job Description
JOB SUMMARY
The Chief Financial Officer (CFO) serves as the senior executive responsible for the financial leadership, stewardship, and integrity of the Public Hospital District. Reporting directly to the Chief Executive Officer, the CFO provides strategic and operational leadership for all financial functions while supporting the District's mission to provide high-quality, accessible healthcare to the communities it serves.
The CFO oversees financial operations for a 25-bed Critical Access Hospital, Rural Health Clinics, and approximately 70 employed providers. The CFO partners with executive leadership and the Board of Commissioners to ensure long-term financial sustainability, regulatory compliance, operational excellence, and responsible stewardship of public resources.
PRINCIPLE FUNCTIONS includes the following, other duties may be assigned:
Financial Leadership and Strategy
- Develop and execute financial strategies that support the District's strategic plan and long-term sustainability.
- Serve as a trusted advisor to the CEO and Board of Commissioners on financial performance, capital planning, reimbursement, and strategic initiatives.
- Provide financial analysis to support organizational growth, service line development, and operational decision-making.
- Evaluate financial risks and opportunities while recommending strategies to strengthen organizational performance.
Financial Operations
- Direct all financial operations, including accounting, budgeting, financial reporting, payroll, accounts payable, accounts receivable, treasury, cash management, and internal controls.
- Ensure timely and accurate preparation of monthly, quarterly, and annual financial statements.
- Maintain strong internal controls and financial policies that safeguard District assets.
- Oversee annual independent financial audits and implementation of audit recommendations.
Budgeting and Financial Planning
- Lead the annual operating and capital budgeting processes.
- Develop long-range financial forecasts and financial planning models.
- Monitor organizational performance against budget and recommend corrective actions as needed.
- Provide financial reporting and performance dashboards to executive leadership and the Board.
Revenue Cycle and Reimbursement
- Provide executive oversight of revenue cycle operations, including patient financial services, coding, billing, collections, and reimbursement optimization.
- Ensure compliance with Medicare Critical Access Hospital and Rural Health Clinic reimbursement requirements.
- Monitor payer trends, reimbursement changes, and regulatory developments affecting District finances.
- Promote revenue integrity while supporting an exceptional patient financial experience.
Capital Planning and Facilities Stewardship
- Lead financial planning for capital investments, facility improvements, equipment replacement, and infrastructure modernization.
- Collaborate with executive leadership on long-range facilities planning and campus growth initiatives.
- Evaluate financing options for capital projects and recommend strategies that support the District's financial health.
- Monitor debt obligations, capital reserves, and investment performance.
Compliance, Risk Management, and Accreditation
- Ensure compliance with all applicable federal, state, and local financial regulations.
- Maintain financial practices that support DNV accreditation standards and organizational continuous improvement.
- Oversee financial compliance programs, reimbursement audits, and cost reporting.
- Promote enterprise risk management through sound financial oversight and internal controls.
- Support organizational quality initiatives by providing financial analysis that aligns resources with patient safety and performance improvement priorities.
Public Stewardship and Board Relations
- Prepare financial reports, analyses, and recommendations for the CEO and Board of Commissioners.
- Present financial information in a clear, transparent, and understandable manner.
- Support compliance with Washington State Public Hospital District financial reporting requirements and public accountability standards.
- Promote responsible stewardship of public funds through transparency, fiscal responsibility, and ethical financial practices.
JOB KNOWLEDGE & QUALIFICATIONS
Education
- Bachelor's degree in Accounting, Finance, Business Administration, or related field required.
- Master's degree in Business Administration, Healthcare Administration, Finance, or related field preferred.
- Certified Public Accountant (CPA) preferred.
Training and Experience
- Minimum of ten years of progressively responsible financial leadership experience.
- Minimum of five years in a senior healthcare finance leadership role preferred.
- Experience in Critical Access Hospital finance, Rural Health Clinics, or rural healthcare strongly preferred.
- Experience with governmental or public-sector healthcare organizations preferred.
- Demonstrated experience with Medicare reimbursement, cost reporting, capital financing, and strategic financial planning.
