The job of Manager, Behavioral Health Systems (Clinical Supervisor) is done for the purpose/s of leading the development, implementation, and continuous improvement of an integrated behavioral health system that expands equitable access to services for children, youth, and communities. This position supports Behavioral Health Agency (BHA) compliance, strengthens service capacity, advances sustainable funding strategies, and promotes cross-system integration. This role oversees clinical and programmatic functions across school- and community-based behavioral health services, including mental health, substance use disorder treatment, crisis intervention, case management, and therapeutic supports.

Essential Functions

  • Assists in developing and managing budgets and diversified funding strategies (e.g., grants, Medicaid billing, contracts, etc.) for the purpose of ensuring fiscal sustainability and expansion of behavioral health services.
  • Leads the development and implementation of systems and practices required to maintain Behavioral Health Agency (BHA) licensure compliance for the purpose of ensuring regulatory compliance, quality assurance, and sustainable service delivery.
  • Coordinates and aligns a comprehensive array of behavioral health services (e.g., mental health, substance use disorder treatment, crisis response, case management, therapeutic supports) for the purpose of expanding access, addressing service gaps, and improving outcomes for historically underserved populations.

  • Facilitates meetings, workshops, and seminars for the purpose of conveying/gathering information required to perform job functions, maintain relationships with other agencies and further departmental and agency initiatives.
  • Maintains a variety of manual and electronic documents, files, and records for the purpose of providing up-to-date reference, audit trail, invoicing support, and/or reporting for compliance.
  • Develops and sustains cross-system partnerships (e.g., schools, healthcare providers, community-based organizations, tribal partners, juvenile justice systems) for the purpose of advancing coordinated care, system integration, and continuity of services.
  • Monitors program activities (e.g., documentation, audits, billing, reporting, service delivery, outcomes, etc.) for the purpose of strengthening services, assuring equitable outcomes for protected classes, and ensuring compliance with established financial, legal and/or administrative requirements.
  • Provides or oversees clinical supervision, consultation, and guidance consistent with licensure requirements for the purpose of supporting staff pursuing licensure and maintaining ethical and effective clinical practices.
  • Provides technical assistance and capacity-building support to internal and external partners for the purpose of implementing evidence-based and culturally responsive behavioral health practices
  • Responds to inquiries for the purpose of resolving problems, providing information and/or referring to appropriate personnel.
  • Supervises personnel (e.g., provide coaching and consultation on technical issues, adaptive challenges, personnel matters, strategic opportunities, career goals, professional development, job performance, etc.) for the purpose of advancing the development of effective leaders and high performing teams and achieving agency and departmental objectives.

  • Education:
    • Master's degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, Behavioral Health, Public Health, Human Services, or another closely related field from an accredited institution.
  • Licensure
      • Current Washington State behavioral health license in good standing for at least the past two years (e.g., LMHC, LICSW, LMFT) with the following:
        • Completion of all Washington State-required Clinical Supervision training (15 hours for licensed behavioral health professionals AND
        • Meets Washington State requirements for providing clinical supervision including 4,000 hours as a licensed behavioral health provider (LMHC, LICSW, LMFT, or equivalent)

      OR

      • Current Washington State Chemical Dependency Professional (CDP) or Substance Use Disorder Professional (SUDP) credential with the following:
        • 28 hours for CDP/SUDP supervisors, as applicable AND
        • Meets Washington State requirements for providing clinical supervision, including 3,000 hours plus required Clinical Supervision training for CDP/SUDP candidates.
  • Experience
    • Progressively responsible experience in behavioral health services.
    • Experience providing clinical supervision, consultation, or clinical oversight consistent with Washington State licensure requirements.
    • Experience managing or coordinating behavioral health programs, including documentation, compliance, quality assurance, and service delivery.
    • Experience working with children, youth, families, schools, and/or community-based behavioral health programs.
    • Knowledge of Washington State Behavioral Health Agency (BHA) licensing requirements and behavioral health regulations.
    • Knowledge of Medicaid billing, behavioral health documentation, compliance, and quality assurance practices.
    • Knowledge of evidence-based behavioral health interventions, crisis response, case management, and substance use disorder treatment.
    • Strong understanding of WAC in clinical supervisor domain.
    • Ability to supervise multidisciplinary teams and provide effective clinical leadership.
    • Ability to develop collaborative partnerships across schools, healthcare providers, and community organizations.
    • Demonstrated proficiency in using internal communication tools – Outlook, Teams, Google,MS Suit, Reporting tools or other tools as needed etc.

  • Ability to work on Medicaid billing and funding expertise.
  • Budget development and grant management.
  • School-based behavioral health leadership.
  • Experience using Electronic Health Record (EHR/EHS) systems and other behavioral health information systems for clinical documentation, case management, scheduling, and reporting.
  • Experience preparing reports and analyzing program data to support operational decision-making, regulatory compliance, and continuous quality improvement.
  • Ability to analyze data and performance metrics to identify trends, monitor outcomes, and support quality improvement initiatives.
  • Ability to understand and speak Spanish would-be a plus.
