Position Summary

The Learning Development Specialist supports the design, development, implementation, and evaluation of workforce learning programs for the Federal Transit Administration’s Office of Talent and Organizational Development. The ideal candidate combines instructional design, stakeholder coordination, facilitation, project discipline, and strong client-ready writing.

Key Responsibilities

Learning Strategy and Design

  • Conduct training and learning needs assessments and translate findings into clear recommendations, priorities, and training plans.
  • Apply adult-learning and instructional-design principles to create practical learning experiences for a dispersed, hybrid workforce.
  • Translate FTA competencies, career guides, and leadership-development priorities into curricula, learning pathways, and development resources.

Content Development and Delivery

  • Design and develop instructor-led, virtual instructor-led, and web-based learning products.
  • Create lesson plans, facilitator and participant guides, presentations, job aids, checklists, evaluation tools, and other client-ready materials.
  • Support course implementation and learning administration, including materials preparation and coordination with learning-management platforms.

Project and Stakeholder Coordination

  • Lead assigned workstreams from requirements gathering through design, review, revision, implementation support, and evaluation.
  • Coordinate with subject-matter experts, facilitators, program leads, and client stakeholders at levels ranging from staff to senior executives.
  • Maintain schedules, action logs, document versions, status reporting, and level-of-effort controls across concurrent deliverables.

Evaluation and Continuous Improvement

  • Gather and analyze participant feedback, learning data, and stakeholder input.
  • Recommend improvements that strengthen the quality, consistency, accessibility, and effectiveness of learning products.
  • Ensure final deliverables are accurate, usable, and aligned with approved scope and client expectations.
Requirements:

Required Qualifications

  • Bachelor’s degree in industrial or organizational psychology, adult education, instructional design, business, public administration, or a closely related professional field.
  • At least seven years of relevant professional experience in training, learning development, organizational development, leadership development, or workforce development.
  • Demonstrated experience developing, implementing, managing, or assessing learning programs and products.
  • Experience developing agendas and facilitating meetings or working sessions to achieve defined outcomes.
  • Strong writing, synthesis, presentation, project coordination, and client-service skills.
  • Ability to work within the United States and complete applicable client suitability or background requirements before beginning assigned contract work.

Preferred Qualifications

  • Experience supporting a federal agency or another large, complex organization.
  • Experience with virtual learning platforms, learning-management systems, accessibility standards, and hybrid learning delivery.
  • Experience with competency models, career mapping, onboarding, leadership development, or knowledge-management programs.
  • Portfolio samples demonstrating clear, visually effective learning products and facilitator-ready materials.

Key Competencies

  • Instructional design and adult-learning expertise.
  • Clear writing, synthesis, and visual communication.
  • Strong organization, quality control, and attention to detail.
  • Ability to manage multiple priorities, deadlines, and review cycles.
  • Collaborative client service and sound professional judgment.

Compensation: The anticipated W-2 range is $60-90 per hour. Compensation for 1099 or subcontract arrangements will be determined by experience, skills, assignment requirements, and geographic location.
