We are currently seeking a full-time Interim Chief Human Resources Officer to join the our York Hospital Leadership Team!

Duties and Responsibilities:

  • Participates in the development of the Hospital’s plans and programs as a strategic partner, but particularly from the perspective of the impact on caregivers.
  • Translates the strategic and tactical business plans into HR strategic and operational plans.
  • Plans, develops, organizes, implements, directs and evaluates the Hospital’s Human Resources and leadership development functions and performance.
  • Actively supports the implementation of the Hospital’s Strategic Plan priorities, goals and objectives. Takes ownership of relevant action plans and ensures successful goal achievement.
  • Evaluates and advises on the impact of long-range planning and new programs/strategies and regulatory actions as those items affect the attraction, motivation, development and retention of the caregiver resources of the Hospital.
  • Develops caregiver strategies and implementation of plans and programs to identify talent within and outside the Hospital for positions or responsibilities. Oversees the identification of appropriate and effective external sources of candidates for all levels within the Hospital.
  • Develops and maintains progressive and proactive compensation and benefits programs to provide motivation, incentives, and rewards for effective performance.
  • Develops programs to allow the Hospital to embrace applicants and caregivers of all backgrounds and to permit the full development and performance of all employees.
  • Leads the Diversity, Equity, Inclusion, and Belonging efforts of the Hospital.
  • Develops Human Resources planning models to identify competency, knowledge, and talent gaps and develop specific leadership and supervisory programs to fill the identified gaps. Areas of activity include talent management through succession planning programs for key contributor and management positions, training and leadership development programs.
  • Develops appropriate programs and policies for effective management of the caregiver resources of the Hospital. Included in this area would be programs for employee relations, harassment, caregiver complaints, and leadership development.
  • Enhances and/or develops, implements and oversees HR policies and procedures of the Hospital by way of systems that will improve the overall operation and effectiveness of the Hospital.
  • Responsible for the administrative and financial leadership of the Hosptial’s Human Resources department.
  • Facilitates and supports the integration of the mission, vision and values across all programs and services.
  • Demonstrates fiscal leadership to ensure that budget goals are achieved. Actively uses financial tools, reports, and models. Collaborates closely with Chief Financial Officer in financial management.
  • Using collaborative management practices, develops processes for and facilitates communications across and between programs and services, ensuring best outcomes for patients and caregivers.
  • In conjunction with CNO, measures the progress and outcomes of the department helping to ensure that outcomes are consistently of high quality across services and programs.
  • Communicates effectively with clinical and administrative staff, the Executive Leadership Team, the Board of Trustees, and other stakeholders.
  • Ensures services are in compliance with legal, contractual, and regulatory requirements.
  • Collaborates with the Executive Leadership Team in the day-to-day planning and operations of all Human Resources services.
  • Effectively holds other leaders accountable for meeting Hospital objectives and ensures consistency in performance of assigned responsibilities.
  • In collaboration with the associate Executive Leaders, ensures Hospital caregivers meet the mandated training and continued professional growth requirements.
  • Performs other duties as assigned by the CEO/President including oversight of areas outside Human Resources, including Volunteers, Transportation, and Rehab Services.

Education/Licensure/Certifications/Qualifications:

As a member of the York Hospital executive team, the Chief Human Resources Officer is responsible for developing and executing all caregiver functions in support of the overall business plan and strategic direction of the Hospital. The position provides leadership and direction in accordance with laws, regulations and the administrative rulings of governmental organizations and other regulatory and advisory authorities. The incumbent is responsible for the identifying, developing, implementing, and planning for the human resources strategic goals and organizational leadership development objectives to provide the Hospital with best people talent available and to position the Hospital as the employer of choice by being aware of policies, practices and trends within the industry.

Bachelor’s degree required. Master’s degree or equivalent preferred or 10 to 15 years of related experience and/or training, or equivalent combination of education and experience. SHRM-SCP or SPHR certification highly desirable.
