About This Position

Under general supervision, the Assistant to Public Works position provides professional assistance to the Public Works staff related to the development and coordination of the daily operations and various Public Works activities and/or provides leadership support to Public Works staff by planning and recommending organizational policies and performance strategies by providing a variety of specialized complex administrative and management analysis to support decision-making and strategic direction.


  • Develops, oversees, and implements new and innovative programs and services that emphasize creative problem solving, solicits departmental participation to continuously improve the organization. Executes, coordinates, or assists with special projects on an analytical, strategic planning, and organization effectiveness nature for the Public Works Department.
  • Greet department visitors courteously and address routine inquiries, or direct visitors to appropriate personnel.
  • Assists in Management Analysis functions for Public Works, including budget analysis, policy analysis procedural interpretation and implementation.
  • Research trends, demographics, etc., in water, wastewater, field operations, streets, traffic, solid waste, and fleet maintenance capital projects in assistance to the Public Works Management team resulting in needs to plan strategically for the future.
  • Participates in project definition, scoping and budget development process for all assigned projects. Manages assigned contracts tracking all expenditures, cash flow, and changes against the established project budget providing regular reports for assigned projects.
  • Assists in investigating and resolving customer inquiries and complaints ensuring that contact is made by appropriate City staff and issues are resolved or final communication has occurred.
  • Manages multiple programs and special projects simultaneously.
  • Conducts complex and sensitive administrative, operational and management analyses, studies, and research projects including those involving, programs, policies and procedures; selects, adopts and applies appropriate research and statistical techniques; gathers and analyzes data and information from various sources on a variety of specialized topics.
  • Contributing to project planning, budgeting, and overall strategy.
  • Conducting and presenting a feasibility analysis for proposed projects.
  • Establishing key performance indicators.
  • Monitoring and evaluating the overall project.
  • Analyzing project data and producing insights to optimize performance.
  • Other duties as assigned.

Formal Education: Bachelor’s Degree in Business or Public Administration, or 8+ years of experience in project management, capital project planning or similar experience.

Relatable Work Experience: Any combination of experience or education may substitute for the minimum qualifications.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.


Knowledge, Skills, and Abilities Needed:
  • Knowledge of research, analysis and interpretation of complex topics issues.
  • Knowledge of City policies and procedures.
  • Skill in effective oral and written communications.
  • Proficiency in the use of computers and related equipment, hardware and software to include Microsoft Office for the development of various communications, budgets, presentations, graphics, charts and management level papers/reports and grants.
  • Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
  • Degree in business, administration, or a related field required.
  • Knowledgeable in all phases of the project management life cycle.
  • Strong computer skills and experience with relevant software programs.
  • Experience with stakeholder and financial management.
  • Excellent communication and presentation skills.
  • Strong critical thinking, analytical, and problem-solving skills.
  • Good interpersonal and organizational skills.
Environmental Factors and Other Physical Requirements:
  • Subject to sitting and standing to perform essential functions in an office environment.
  • Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment.
  • Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
