We are excited to hire a full-time Budget and Grants Manager position within the County Manager's office. The purpose of this position is to provide budgetary leadership by managing York County’s grants portfolio to ensure strategic, sustainable and effective grant initiatives. Our ideal candidate will serve as a trusted advisor on the budget team as a forward thinker and problem solver that possesses the ability to work in a fast-paced environment, meets critical deadlines, and communicates efficiently and effectively while using technical expertise and analytical skills to enhance budgeting and grant management practices. They will also have a strong understanding of government fiscal management and federal and state grant program laws.

Ideal Candidate
The ideal candidate will serve as a trusted advisor on the budget team as a forward thinker and problem solver that possesses the ability to work in a fast-paced environment, meets critical deadlines, and communicates efficiently and effectively while using technical expertise and analytical skills to enhance budgeting and grant management practices. They will have a strong understanding of government fiscal management and federal and state grant program laws as well as experience in writing grants. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Key Projects and Initiatives:
  • Creating a comprehensive grant policy.
  • Creating a Grant Process for pre and post award.
  • Creating a comprehensive grant schedule and reporting schedule for the County’s grants such as ARPA, RIA, CDBG, SCORF, etc.
  • Taking an active role in contributing throughout the budget process by creating and running reports, using data analysis and forecasting to make budgetary decisions.

Projected Hiring Range/Pay Grade 121: $69,106.38 - $82,927.65 per year. Salary is determined based on qualifications

Work Schedule: Monday – Friday, 8:00 am -5:00 pm; hours may vary based on operational needs.

Duties and Responsibilities:

  • Strategic Budgetary Leadership:
    • Analyzes data and prepares reports to assist with making data driven budgetary decisions; including analyzes budgetary revenue patterns for cost reduction and cost control.
    • Assists with the annual budget, annual long-term forecasting, strategic budgetary planning and the creation of budgetary reports.
    • Assists with preparing financial reports and audit reports in collaboration with the Finance Department and Internal Auditor.
    • Monitors the invoicing, accounting, reporting, and other grant administrative tasks to ensure compliance and that the grant process is carried out successfully.

  • Strategic Grants Management Leadership:
    • Leads the strategic administration of York County’s grant portfolio including, but not limited to, writing, compiling and submitting grant applications; research funding sources and program opportunities aligned with the County’s strategic plan; assists departments with grant activities; and monitors and ensures compliance with all requirements for awarded grants including reconciliations, reporting, invoicing, and closeout documentation.
    • Leads the establishment, management, and evaluation of grant management policies and procedures to ensure strategic, proactive and compliant grant efforts.
    • Determines, implements, and evaluates methods to streamline the grant administration process to ensure high performance efficiency.
    • Creates and leads tactical project teams that adhere to grant administration procedures and produce timely deliverables.
    • Establishes strong relationships with internal and external stakeholders to provide excellent customer service, strategic support, and budgetary and grant administration guidance.
    • Develops and provides grant training for employees on grant and budgetary policies, procedures, management, and processes.
    • Independently reviews, writes (when necessary) and edits grant proposals and contracts for compliance; as well as provides direction and solutions for problems and issues related to complex grant projects and/or grant requirements.
    • Creates and maintains a grants database to track deliverables and to report progress; as well as keeps track of grant documentation and other supporting materials for compliancy; including bids, contracts, reports, receipts and payments.
    • Serves as the County’s Uniform Guidance Federal Regulations advisor and proactively maintains familiarity with applicable State and Federal laws.


Experience and Education Requirements:
  • Bachelor’s Degree in Business or Public Administration, Finance, or related discipline.
  • Preferred Master’s Degree in Accounting, Finance, or Public Administration.
  • Requires four to six (6) years of related work experience or an equivalent combination of education, training and experience.
  • Project management experience is preferred.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
