Project Controls Specialist

SAN ANTONIO, TX

POSITION SUMMARY

The Project Scheduler supports the Operations Team by developing, maintaining, and analyzing Critical Path Method (CPM) schedules for heavy civil construction projects. This position serves as an internal scheduling resource responsible for translating project plans, specifications, contractual requirements, and construction sequencing into accurate and usable Primavera P6 schedules.

YOUR ROLE

  • Develop Primavera P6 baseline CPM schedules for new projects in coordination with Project Managers, Estimating, and Operations Leadership.
  • Independently review project plans, specifications, bid information, contractual requirements, and other project documentation to develop appropriate schedule structure and construction sequencing.
  • Establish appropriate calendars, Work Breakdown Structures (WBS), activities, logic relationships, durations, milestones, constraints, and coding structures within Primavera P6.
  • Incorporate contractual milestones, procurement activities, submittals, utility coordination, traffic control, testing, closeout activities, and other project-specific requirements into baseline schedules.
  • Apply knowledge of heavy civil construction means, methods, and standard sequencing, including underground utilities, street and roadway reconstruction, and bridge construction, when developing and evaluating project schedules.
  • Maintain and update project schedules based on actual project progress, changes in sequencing, change orders, schedule impacts, and information provided by the Project Team.
  • Develop "what-if," recovery, and revised schedules when needed to evaluate potential sequencing changes and recovery options.
  • Identify changes to the critical path, available float, activity sequencing, and contractual milestone dates and communicate schedule impacts to the appropriate Project Team.
  • Transpose relevant budgetary, quantity, and production information from Estimating into project baseline and look-ahead schedules, as applicable.
  • Organize planned quantities, production rates, labor or cost information, and schedule durations so Project Managers can compare planned performance with actual field performance.
  • Identify schedule slippage, constraints, and potential schedule risks early and provide the Project Team with timely information to assist in evaluating recovery options.
  • Develop Time Impact Analyses (TIAs), schedule fragnets, and other supporting schedule exhibits for delays, changes, differing site conditions, utility conflicts, change orders, and other project-impacting events.
  • Support the development of standardized scheduling practices, templates, reporting, and project controls processes across Core Operations.
  • Communicate schedule findings, risks, trends, and recommendations clearly to Project Managers, the Division Manager, and Leadership Team.
  • Maintain accurate and organized project scheduling records and supporting documentation.
  • Perform other related duties as assigned.


WHAT YOU BRING

  • High school diploma or equivalent required; Associate's or Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, or a related field strongly preferred.
  • Minimum of 3–5 years of hands-on construction scheduling or project controls experience, preferably within heavy civil, roadway, utility, bridge, or infrastructure construction.
  • Advanced proficiency in Primavera P6 required.
  • Demonstrated ability to independently develop complete baseline CPM schedules in Primavera P6 from project plans, specifications, bid information, contractual requirements, and other project documentation.
  • Strong working knowledge of heavy civil construction means, methods, and sequencing, particularly underground utilities, street and roadway reconstruction, and bridge construction.
  • Ability to read and interpret construction plans, specifications, contracts, bid documents, project budgets, and contractual scheduling requirements.
  • Proficiency with Microsoft Office applications. Experience with Microsoft Project and other project controls or construction-management systems is preferred.


PHYSICAL REQUIREMENTS

The Project Controls Specialist in the civil construction industry should be able to perform tasks that involve sitting for extended periods, as well as standing, walking, and occasionally lifting 25 pounds. This role may require frequent use of a computer and other office equipment, necessitating good hand-eye coordination and fine motor skills. The ability to navigate construction sites and interact with various stakeholders in outdoor environments is also essential. A reasonable level of physical stamina and mobility is required to attend meetings and site visits as needed.
