Senior Policy Liaison
The Senior Policy Liaison will provide day-to-day policy-process and facilitation support for committees, workgroups, and policy projects assigned. Responsibilities may include:
- Developing a working understanding of each assigned committee’s portfolio, current projects, priorities, decision history, and upcoming milestones.
- Coordinating with committee chairs, vice chairs, leadership, Committee Coordinators, HRSA personnel, and other OPTN contractors through established processes.
- Developing substantive agenda topics and preparing committee leadership and volunteers for meetings and decisions.
- Facilitating committee and workgroup discussions in a neutral, structured, and inclusive manner.
- Supporting committees throughout the policy lifecycle, including issue definition, proposal development, public comment, Board preparation, implementation, and post-implementation monitoring.
- Preparing or coordinating policy proposals, briefing papers, presentation materials, deliberation summaries, policy rationales, and other assigned policy-support materials.
- Maintaining complete and current policy-project decision logs documenting authorized direction, policy intent, scope, definitions, decisions, changes, owners, and next steps.
- Objectively synthesizing and categorizing public comments and stakeholder input without independently interpreting or disposing of comments.
- Coordinating committee data and analytic requests through the client and the COR-approved process.
- Policy Liaisons will not independently conduct data analyses under this Task Order.
- Coordinating with other OPTN contractors regarding policy costs, operational impacts, technical dependencies, communications, implementation, and monitoring activities.
- Reviewing meeting summaries and other committee records for substantive accuracy while coordinating with Committee Coordinators responsible for meeting logistics and administrative documentation.
3-5 years of OPTN experience.
3-5 years of policy analyst experience.
