Job Summary:

The Chief Financial Officer serves as the organization’s senior financial leader and a key strategic advisor to the President & Chief Executive Officer. This role provides oversight of all financial operations, ensures strong internal controls, and guides long-term financial planning to support organizational goals. The position also oversees external contract administration and leads the shared services functions, including human resources, contracts, and finance/accounting. The CFO plays a critical role in shaping organizational strategy, maintaining compliance, and supporting effective, efficient operations across all departments.

Responsibilities:

• Provide leadership in financial matters concerning the NCDMM including advising the President and Chief Executive Officer and Board of Directors as well as implementing recommendations for management of internal controls.

• Oversight of the Core Business Processes for the NCDMM including Accounting, Procurement, Treasury and Compliance functions including development and implementation of proper processes and procedures. Oversight of the Financial Administration including budgeting and forecasting, Direct and Indirect cost models, cash management, accounting functions, and financial reporting including federal government (DCAA and DCMA) audit support and annual single audit support.

• Oversight of Government Contract Administration including proposal administration, contract performance monitoring and reporting, subcontract administration, modification and negotiation, and contract closeout.

• Oversight of shared services within the organization, which includes Human Resources activities such as recruiting, retaining, and oversight of the performance review process, staff planning and succession planning.

• Develop annual financial plans for NCDMM departments. Monitor department financial performance. Proactively alert leadership staff if spending is out of line (exceeds or falls below expectations). Provide recommendations on corrective actions that will keep NCDMM financial performance in line with plan and accomplish strategic goals.

• Perform other related duties, as needed, which contribute to the overall success of NCDMM. This includes being eligible to serve as an officer of NCDMM Inc. If elected by the NCDMM Board the incumbent would assume the responsibility assigned to the position as described in the NCDMM By Laws and as assigned by the state of Pennsylvania.

• Continuing education in a field relevant to further individual effectiveness or the overall needs of NCDMM.

• Participating as an active member of a professional organization will further the cause of the incumbent’s position as well as NCDMM.

Qualification Requirements:

• Finance and Contracting with the Federal Government with 10 years or more of experience.

• Demonstrate evidence of increasing job-related responsibilities particularly in working with and in executive level management.

• Experience in successfully developing and implementing policy and procedures relating to strategic business planning.

• Effective leadership and organizational skills with evidence of increasing job-related responsibilities.

• Stakeholder engagement (Board, Department of War, Alliance Partners, etc.)

• Excellent communication and presentation skills.

• Willing to travel 20% of the time.

Education Requirements:

• Master’s Degree with emphasis in business or related discipline with 20 years of relevant experience.

• In lieu of a master’s degree, may have a bachelor’s degree with emphasis in business or a related discipline with 30 years of experience.

• Specific government accounting, contract, and audit experience at a 501c(3) non-profit is a plus.

Supervisory Responsibilities:

• Job titles that report directly to this position: Finance & Accounting Director, Finance & Compliance Director and Human Resources Director.

• Assign tasks and delegate responsibilities appropriately to optimize team productivity and project execution.

• Conduct regular performance evaluations and provide constructive feedback to direct reports to foster professional growth and accountability.

• Monitor project progress and resource utilization, addressing any personnel or operational issues promptly with appropriate interventions.

• Facilitate communication among team members, management, and external partners including Alliance Partners and DoD representatives.

• Support strategic planning for human resources and resource allocation to meet projected organizational growth.

• Promote a positive and inclusive work environment, encouraging continuous improvement and adherence to organizational standards.

• Act as a primary point of contact for employee development, performance management, and conflict resolution within the project teams.

• Collaborate with executive leadership to align team objectives with company goals and support business development efforts.
