Job Description

Manage the billing and collection operations of the City’s municipal tax program for seven locally administered taxes related to both business and individual taxes.
Oversee and support staff responsible for the billing, collections, accounting, and taxpayer customer service related to local municipal taxes. Plan, assign, supervise, train, and evaluate the work of assigned staff.
Responsible for monthly tax filings, payment processing, delinquency notices and the application of current tax rates including calculations of penalties and fees.
Interpret and apply municipal tax ordinances and develop, implement, and maintain related policies, procedures, and administrative practices.
Maintain accurate financial records, and the integrity of tax forms. Preparation of journal entries as required, and annual audit entries.
Prepare monthly reports, oversee debt collection activities, and serve as liaison to the Legal Department regarding complex tax issues, settlements, and estimated tax liabilities.
Maintain relationships with key stakeholders including other local government agencies.
Responsible for ensuring the accuracy and functionality of municipal tax software, collaborating closely with IT to test system upgrades and resolve software issues. Serve as functional administrator for municipal tax software systems, including testing, configuration, troubleshooting, and process improvement initiatives.
Prepare tax revenue projections.
Monitor compliance with municipal tax ordinances, applicable state statutes, and internal controls; identify and resolve compliance issues.
Present tax-related information to internal leadership.
Ensure the security, confidentiality, and appropriate release of sensitive tax information, including monthly data exchanges with state agencies.
Recommend improvements to tax administration processes and resolve complex operational issues

Education/Experience
Bachelor’s degree in accounting, finance, business administration, public administration, or related field.
Five (5) years of progressively experience in governmental-public sector accounting, tax administration, or finance.
Demonstrated ability to interpret regulations, draft policies, and communicate complex tax concepts clearly.
Supervisory experience is highly preferred.
Strong analytical, organizational, and problem-solving skills.
