Loch Harbour Group, Inc. is seeking an experienced and highly organized Project Manager (PM) to lead and oversee digital communication, public affairs, and graphic design support services for the I Corps Public Affairs Office at Joint Base Lewis-McChord (JBLM).
The Project Manager will serve as the primary point of contact for contract execution and will oversee the delivery of strategic communication products, social media engagement initiatives, multimedia campaigns, and digital outreach efforts supporting military public affairs operations. The ideal candidate will possess strong leadership, communication, and project management capabilities, along with experience operating within military or government communication environments.
This position requires an active Secret clearance and the ability to work closely with military leadership, public affairs personnel, and cross-functional teams in a fast-paced operational environment.
Key Responsibilities
- Serve as the primary interface between the Government and contractor personnel for all contract-related matters.
- Manage daily operations, staffing coordination, task execution, quality control, and contract deliverables.
- Oversee development and dissemination of digital communication products supporting I Corps Public Affairs objectives.
- Lead strategic communication planning and ensure alignment with Army and Department of Defense public affairs guidance.
- Supervise social media engagement efforts across platforms including Facebook, YouTube, Instagram, X, LinkedIn, Sprinklr, and emerging digital media platforms.
- Coordinate with military units and staff organizations to obtain imagery, messaging, and operational information necessary to support communication initiatives.
- Ensure all communication products comply with operational security (OPSEC), Army public affairs standards, and public release requirements.
- Monitor contract performance metrics, timelines, and deliverable schedules to ensure successful execution.
- Provide oversight of graphic design, multimedia production, marketing, branding, and content management activities.
- Advise leadership on communication strategies, digital engagement trends, and emerging technologies.
- Ensure contractor personnel maintain required training, certifications, and compliance with applicable regulations and policies.
- Support crisis communication, event coverage, and strategic messaging efforts as required.
Minimum Qualifications
- Active Secret Security Clearance required.
- Minimum of five (5) years of experience using Adobe Creative Suite and managing digital communication platforms including Facebook, YouTube, Instagram, X, Sprinklr, LinkedIn, and/or other emerging social media platforms.
- Minimum of three (3) years of experience in public relations, marketing, communications, journalism, public affairs, or a related field.
- Demonstrated experience managing communication or media-related contracts, campaigns, or enterprise-level digital engagement efforts.
- Familiarity with Army and Department of Defense regulations governing social media and external official presence, including but not limited to:
- FM 3-61, Public Affairs Operations
- JP 3-61, Public Affairs
- DODI 5040.5, Alteration of Official DoD Imagery
- Army Social Media Handbook
- Army OPSEC Training requirements for External Official Presence (EOP) Operators
- Understanding of military organizational structures, customs, operational environments, and public affairs missions.
- Demonstrated ability to coordinate with military personnel and staff organizations in support of communication and outreach initiatives.
- Understanding of operational security requirements and publicly releasable communication standards within military environments.
- Strong leadership, organizational, written communication, and interpersonal skills.
- Ability to manage multiple priorities and deadlines in a high-visibility operational setting.
Preferred Qualifications
- Prior experience supporting Department of Defense, Army, or federal public affairs operations.
- Experience leading digital communication or multimedia production teams.
- Familiarity with analytics, audience engagement tools, and social media performance reporting.
- Experience supporting strategic communication planning within government or military organizations.
- PMP certification or equivalent project management certification preferred.
Additional Requirements
- Contractor personnel performing work under this contract must maintain professionalism and adherence to all applicable military installation policies and procedures.
- The Alternate Project Manager (APM) shall meet or exceed the same minimum qualifications as the Project Manager.
- Ability to work onsite at Joint Base Lewis-McChord as required by the contract.
