Customer Strategy & Engagement Executive Partner
Location: Washington, DC / Baltimore, MD / Hybrid
Job Summary
C-HIT is seeking an experienced Customer Strategy & Engagement Executive Partner to lead customer engagement and support growth across the Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), and other federal agencies.
This highly customer-facing role will build and strengthen relationships with agency executives, program leaders, acquisition officials, and other key stakeholders; create engagement opportunities for C-HIT leadership and technical teams; and develop actionable intelligence on customer priorities, budgets, acquisition strategies, and emerging requirements.
The successful candidate will leverage deep federal experience and an established customer network to identify and shape opportunities early, position C-HIT before formal procurements, and translate customer intelligence into actionable business development and capture strategies. The individual will also support selected opportunities from the C-HIT pipeline through business development and capture.
Success will be measured by increased customer access, stronger strategic relationships, actionable customer intelligence, early identification and shaping of opportunities, and measurable contribution to C-HIT's growth.
Key Responsibilities
- Customer Strategy & Engagement: Develop and execute engagement strategies that build trusted relationships with executives, program leaders, acquisition officials, technical leaders, and other key stakeholders across CMS, HHS, and other agencies. Create meaningful access and engagement opportunities for C-HIT executives and technical teams.
- Customer Intelligence: Develop actionable insight into agency missions, priorities, budgets, acquisition strategies, procurement needs, emerging requirements, and key decision-makers through direct engagement, research, industry events, and partner relationships.
- Early Opportunity Identification & Shaping: Identify new initiatives, recompetes, modernization needs, and emerging requirements before formal solicitations. Position C-HIT early by aligning its capabilities, experience, and solutions with customer mission needs and supporting engagement during market research, RFIs, Sources Sought, and other pre-solicitation activities.
- Partnership & Alliance Building: Develop strategic relationships and teaming arrangements with industry partners that strengthen C-HIT's capabilities, market position, and probability of win.
- Market & Competitive Analysis: Monitor HHS/CMS and other target agencies, acquisition trends, competitors, and market developments to inform C-HIT's growth and positioning strategies.
- Pipeline Development & Business Development: Help build and manage a 2–5 year pipeline of qualified opportunities aligned with C-HIT's growth objectives. Support assigned opportunities through business development and capture activities.
- Capture & Proposal Support: Contribute customer intelligence, competitive insight, win strategies, value propositions, and solution positioning to capture and proposal teams. Support development of high-quality proposals and market research responses.
- C-HIT Market Positioning: Serve as a senior ambassador for C-HIT within the federal community. Increase awareness of C-HIT's capabilities and solutions through customer engagement, industry events, conferences, working groups, and other forums.
- Executive Briefing & Reporting: Provide executive leadership with regular insights and recommendations regarding customers, market conditions, strategic relationships, pipeline development, and growth initiatives.
Qualifications
- Experience: 10+ years of federal government or federal contracting experience, with significant knowledge of CMS/HHS programs, organizations, customers, and acquisition environments.
- Established network of relationships with federal program, acquisition, technical, and industry leaders, particularly within CMS/HHS.
- Proven ability to build trusted customer relationships that contribute to new business and contract awards, or significant experience as a federal program or acquisition leader with strong knowledge of programs, stakeholders, and procurement processes.
- Strong understanding of federal acquisition processes, procurement integrity requirements, and appropriate government-industry engagement.
- Experience with federal contract vehicles and acquisition methods, including IDIQs, GWACs, and BPAs.
- Demonstrated ability to identify, qualify, shape, and support capture of federal opportunities.
- Experience developing and leveraging relationships with customers, partners, and vendors to support business growth.
- Strong executive presence and ability to work effectively with technical, business development, capture, proposal, and delivery teams.
- Exceptional written and verbal communication, presentation, negotiation, and interpersonal skills.
- Ability to translate customer and market intelligence into actionable growth strategies.
- Bachelor's degree in business, public health, healthcare administration, technology, or a related field; MBA or advanced degree preferred.
