Roles and Key Responsibilities:
- Coordinate procurement systems and operating procedures to ensure full compliance. Assess their effectiveness and efficiency, recommend improvements, and contribute to compliance with CRS procurement principles, standards, policies, donor regulations, and local statutory requirements.
- Coordinate with program and operations teams to develop and maintain up-to-date procurement plans, including quantity, quality, and delivery requirements for goods, services, and Cash and Voucher Assistance (CVA) activities. Provide pricing information to support budget preparation.
- Facilitate sourcing processes to ensure best value for money. Key activities include market assessments, price monitoring, supplier evaluation, transparent bidding and vendor selection processes, negotiation, quality assurance, and preparation of contracts and purchase orders.
- Coordinate with procurement staff, program teams, and operations units to track the delivery and receipt of goods and services and provide timely updates on procurement status.
- Verify that goods, services, and CVA-related assets received are consistent with procurement specifications, delivered in the correct quantities and quality, and received on schedule and within budget.
- Maintain regular communication with suppliers and voucher vendors to ensure compliance with contractual terms and conditions. Monitor supplier performance, identify issues or inefficiencies, and support contract and purchase order amendments when necessary.
- Ensure transparency and accountability by maintaining complete, accurate, and up-to-date procurement records, vendor files, and procurement databases. Prepare procurement reports and facilitate document retrieval for audits and reviews.
Qualifications:
Basic Qualifications
- Bachelor's degree in management, Business Administration, Supply Chain Management, Logistics, or another relevant field.
- Minimum of three (3) years of professional experience in procurement, purchasing, logistics, or administration, preferably with an international NGO or development organization.
- Good knowledge of donor procurement regulations (e.g., USG, FCDO, UN).
- Knowledge of international and national procurement regulations and local market conditions.
- Knowledge of contract administration and demonstrated ability to manage procurement transactions and purchase orders against specifications.
- Familiarity with supply chain management processes is preferred.
Preferred Qualifications
- Experience supporting Cash and Voucher Assistance (CVA) programming.
- Experience conducting market assessments; relevant professional certifications are an advantage.
- Proficiency in Microsoft Office applications (Excel, Word, and PowerPoint).
- Adept in the use of Artificial Intelligence for workplace efficiency and productivity
- Experience with database management systems (e.g., MS Access) is highly desirable

Required Languages
- Fluency in English and Filipino are required.
Travel
- Must be willing and able to travel up to 30% of the time, as required.

Key Working Relationships
Internal: Program Managers, Head of Operations, Procurement Team, Administrative Unit, Finance Department, Head of Programming, Country Representative, and project staff.
External: Suppliers, service providers, operational partners, peer organizations, government agencies, auditors, and other relevant stakeholders.
