JOB OVERVIEW: WORK PLANNER – UTILITY VEGETATION MANAGEMENT (UVM)

The Work Planner – Utility Vegetation Management (UVM) supports ArborWorks’ UVM operations by planning, documenting, and coordinating vegetation management work in accordance with utility specifications, regulatory requirements, and customer expectations. This role exists to ensure work is accurately scoped, clearly communicated, and operationally ready prior to execution by field crews.

Work Planners serve as a critical link between utility clients, property owners, and field operations by conducting right‑of‑way inspections, identifying vegetation requiring maintenance, and communicating planned work in a professional and customer‑focused manner. The position contributes directly to safety, system reliability, wildfire mitigation, customer satisfaction, and efficient use of field resources through consistent, high‑quality work planning.


JOB RESPONSIBILITIES

Work Planning & Field Assessment:

  • Patrol and inspect utility rights‑of‑way and assigned work areas to identify vegetation requiring maintenance.
  • Evaluate tree species, growth characteristics, access conditions, and proximity to electrical facilities.
  • Determine appropriate vegetation management work in accordance with utility specifications, guidelines, and safety requirements.
  • Document work scope accurately using maps, data collection systems, and work planning tools.

Customer & Stakeholder Communication:

  • Communicate professionally with property owners to explain planned vegetation management work.
  • Address questions or concerns related to scope, timing, access, and work methods.
  • Conduct in‑person meetings with property owners when required.
  • Maintain clear, thorough documentation of customer interactions and concerns.

Coordination & Operational Support:

  • Prepare work plans to support efficient execution by field crews.
  • Flag work locations or provide field markings to enhance crew efficiency and clarity.
  • Coordinate with Forepersons, General Forepersons, and Operations to support scheduling and execution readiness.
  • Act as a liaison between utility representatives, customers, and field operations as needed.

Safety, Quality & Compliance:

  • Ensure work plans align with utility contracts, regulatory requirements, and ArborWorks standards.
  • Identify potential hazards or access issues and document mitigation considerations.
  • Support consistent quality by providing clear, accurate, and complete work documentation.
  • Promote safety awareness during field assessments and customer interactions.

Documentation & Systems:

  • Accurately enter, update, and maintain work records, notes, and supporting documentation.
  • Utilize integrated data collection software, mapping systems, and reporting tools.
  • Maintain organized records to support audits, inspections, and operational follow‑up.
RESPONSIBILITIES & QUALIFICATIONS

Education:

  • Associate Degree in Forestry, Arboriculture, or a related field preferred, or equivalent education and/or related utility experience.

Experience:

  • Work Planner I: Entry‑level role. Performs work planning activities under direct supervision. Associate Degree in Forestry, Arboriculture, or equivalent education and/or related utility experience desirable.
  • Work Planner II: Minimum of nine (9) months of satisfactory performance as a Work Planner I or four (4) years of related utility experience. Performs standard work planning activities with limited supervision. Demonstrates thorough knowledge of vegetation management practices, tree species and growth characteristics, and electrical facilities and hardware.
  • Work Planner III: Minimum of twelve (12) months of satisfactory performance as a Work Planner II. Performs complex work planning activities independently with no direct supervision. Demonstrates consistent accuracy, thoroughness, sound judgment, and advanced problem‑solving abilities.

Skills & Abilities:

  • Knowledge of utility vegetation management practices and standards.
  • Ability to identify tree species and understand growth characteristics.
  • Understanding of electrical facilities, hardware, and line/circuit mapping.
  • Strong verbal and written communication skills.
  • Professional demeanor and customer‑focused approach.
  • Strong organizational, documentation, and time‑management skills.
  • Ability to work independently within an assigned geographic area.
  • Proficiency with computers, mobile devices, and data collection systems.
  • Ability to work safely outdoors in all weather conditions.

Licenses / Certifications:

  • Valid Driver’s License required.
  • DOT Medical Examiner’s Certificate (Form MCSA‑5876), where applicable.

Required Training:

  • Utility and ArborWorks safety training
  • Customer experience or work planner training (as applicable by level)
  • System and mapping tool training

PREFERRED QUALIFICATIONS
  • ISA Certification
  • Pesticide Applicator License (where applicable)
  • Tree Risk Assessment Qualification (TRAQ)
  • Prior utility vegetation management or right‑of‑way inspection experience
  • Demonstrated ability to handle complex customer interactions professionally

WORK ENVIRONMENT
  • Combination of field and office‑based work.
  • Regular outdoor field inspections in varying weather conditions and terrain.
  • Frequent walking, standing, and visual inspection of vegetation and utility facilities.
  • Independent work managing an assigned geographic area.
  • Travel within assigned service areas; overnight travel may be required.
  • Regular interaction with property owners, utility representatives, and field personnel.
