RedMatter Solutions is seeking a Senior Capture & Growth Specialist to support and strengthen our federal business development and capture activities. This is a hands-on individual-contributor position responsible for building and maintaining a qualified federal opportunity pipeline, developing actionable intelligence on priority pursuits, coordinating capture activities, supporting account growth, developing competitive and teaming strategies, and ensuring opportunities are positioned well before solicitation release.

The Senior Capture & Growth Specialist will work closely with company leadership, project leaders, technical subject matter experts, teaming partners, and the Proposal Manager to move opportunities from identification through capture and into proposal development. The position will own the execution and coordination of the capture process while project and technical leaders continue to provide technical expertise and maintain substantive customer relationships.

The successful candidate will be an experienced federal capture professional who is comfortable personally performing opportunity research, competitive analysis, pipeline management, capture planning, partner analysis, documentation, and follow-through. This position does not currently have direct reports and is not responsible for leading the overall corporate growth function.

Responsibilities:

  • Build, maintain, qualify, and continuously mature the company's federal opportunity pipeline across strategic agencies and capability areas.
  • Identify potential federal opportunities through agency forecasts, procurement databases, contract vehicles, existing customer environments, industry sources, and other market intelligence.
  • Focus new opportunity identification on strategic adjacencies, including existing company capabilities within new agencies or adjacent capabilities within agencies where the company already has experience or relationships.
  • Research and document acquisition timelines, procurement history, contract vehicles, incumbents, competitors, customer organizations, estimated values, and other relevant opportunity intelligence.
  • Facilitate opportunity qualification, prioritization, and bid/no-bid discussions with leadership.
  • Develop and maintain capture plans for priority federal opportunities, including milestones, actions, owners, deadlines, intelligence gaps, and pursuit strategies.
  • Monitor anticipated procurements for changes in timing, scope, contract vehicle, acquisition strategy, or other factors and develop alternative capture approaches when necessary.
  • Conduct customer, incumbent, competitor, acquisition, and market research to develop actionable pursuit intelligence.
  • Coordinate capability and gap analyses with project and technical leaders to assess company positioning against anticipated requirements.
  • Facilitate development of competitive positioning, differentiators, preliminary win themes, and other pre-RFP capture strategies.
  • Work with project leaders to identify potential growth opportunities within existing federal customer environments.
  • Develop customer engagement plans for priority pursuits and identify the appropriate project leaders, executives, and technical subject matter experts to participate in customer and industry engagements.
  • Prepare internal participants with relevant customer, opportunity, acquisition, and competitive intelligence before important engagements and document resulting intelligence and follow-up actions.
  • Participate in appropriate customer, industry, and partner interactions to gather intelligence and support capture objectives while project and technical leaders maintain primary ownership of substantive customer relationships and technical discussions.
  • Establish and track capture-related actions across internal stakeholders and proactively follow up or escalate barriers that could affect pursuit readiness.
  • Build and maintain a structured repository of potential teaming partners, including relevant capabilities, past performance, agency experience, contract vehicles, customer presence, and other strategic attributes.
  • Identify capability and positioning gaps that may be addressed through teaming and research potential partners capable of filling those gaps.
  • Facilitate initial partner discussions and develop teaming recommendations for company leadership.
  • Coordinate with legal/contracts personnel when NDAs, teaming agreements, subcontracts, or other formal agreements are required.
  • Maintain relevant competitor, contract vehicle, recompete, agency, and market intelligence to support future captures and account-growth planning.
  • Coordinate with the Proposal Manager to transition mature captures into proposal development with available customer intelligence, competitive assessments, capability analyses, teaming strategies, differentiators, preliminary win themes, and other relevant capture materials.
  • Support proposal strategy and solution discussions using intelligence developed during capture while the Proposal Manager retains responsibility for formal proposal development, compliance, reviews, production, and submission.
  • Participate in post-submission and lessons-learned activities and incorporate findings into future capture processes.
  • Provide leadership with clear and accurate visibility into pipeline health, capture maturity, pursuit risks, overdue actions, and decisions required to advance priority opportunities.

Qualifications:

Required
  • Bachelor's degree or equivalent combination of education and relevant professional experience.
  • Minimum of 5 years of experience supporting federal government contracting business development, capture, market intelligence, or related growth activities.
  • Demonstrated hands-on experience supporting or independently managing federal capture activities prior to solicitation release.
  • Experience building, maintaining, and qualifying federal opportunity pipelines.
  • Experience researching federal customers, procurement histories, acquisition strategies, incumbents, competitors, and contract vehicles.
  • Experience developing or contributing to capture plans, competitive assessments, capability/gap analyses, teaming strategies, differentiators, or win themes.
  • Working knowledge of the federal acquisition lifecycle and government contracting environment.
  • Experience using federal market intelligence and procurement resources such as SAM.gov, USAspending, agency procurement forecasts, GovWin, or comparable platforms.
  • Demonstrated ability to coordinate and drive actions involving executives, project leaders, technical subject matter experts, and external partners without direct supervisory authority.
  • Strong research, analytical, organizational, written communication, and presentation skills.
  • Ability to independently manage multiple concurrent pursuits, deadlines, and priorities.
  • Ability and willingness to personally perform detailed capture research, analysis, documentation, pipeline maintenance, and follow-through.
Preferred
  • Experience performing capture or growth activities for a small or midsize federal government contractor.
  • Experience supporting federal IT, cybersecurity, cloud, digital transformation, identity and access management, data/analytics, or related professional services.
  • Experience developing and maintaining teaming-partner or competitive-intelligence repositories.
  • Experience facilitating formal capture reviews, opportunity qualification reviews, or bid/no-bid decisions.
  • Experience supporting opportunities across multiple federal agencies.
  • Familiarity with GSA MAS, BPAs, IDIQs, GWACs, and other commonly used federal acquisition vehicles.
  • Experience transitioning captured opportunities to a dedicated proposal-management function.
  • Experience coordinating account-growth activities with federal program or project leaders.
