About the Director, Legal Operations position:

The Director, Legal Operations is responsible for providing support to Avalon’s Legal, Compliance, Internal Audit, and Government Affairs Departments. The Director, Legal Operations will provide, support, and/or manage administrative, licensing, internal and external audit, compliance policy maintenance, lobby registrations, and contracting processes across the supported teams. This role reviews various contract types and provides preliminary redline/negotiating support to attorneys as needed. This role will ensure Avalon’s compliance with all federal and state licensing requirements. This role will develop, improve, and maintain documentation regarding key processes across the supported teams. This position will perform additional tasks at the direction of the Chief Legal Officer.

This position is eligible for remote work, but regular business travel will be required, including Avalon's corporate office located in Tampa, Florida.

Director, Legal Operations – Essential Functions and Responsibilities:

  • Work across teams and departments, balancing competing objectives to accomplish goals and requirements.
    • Support Legal Operations
  • Review various contract types (e.g., IT, Vendor, NDAs) and generate preliminary redlines for attorney review; support and/or directly negotiate with counterparties
  • Function as enterprise subject matter expert with respect to all aspects of Avalon’s compliance with CAGE Codes, Exclusion and Preclusion checks, including the preparation of associated client reporting
  • Respond to subpoenas and external counsel demands for medical records
  • Support and/or manage Avalon’s licensing functions and interactions with state Secretaries of State
    • Support Compliance Operations
  • Serve as the administrator/librarian for electronic policy administration
  • At the Chief Compliance Officer’s direction, maintain SLA/performance metric documentation regarding the 7 elements of an effective compliance program
  • Support Avalon’s FDR and third-party vendor oversight activities
  • At the Chief Compliance Officer’s direction and using professional judgment and institutional knowledge to assess risk levels, support auditing and/or investigatory functions, provide guidance on remediation planning, and prioritize remediation efforts.
    • Support Internal Audit Operations
  • Facilitate responses to client audits of Avalon and corrective action plans; monitor associated follow up activities and provide related information to internal stakeholders
  • Facilitate quarterly enterprise risk assessments (ERA); manage risk survey responses
  • Support Avalon’s Risk Management processes
  • Coordinate with internal stakeholders and assist with all aspects of Avalon’s internal auditing activities, including assisting Internal Audit’s conducting of assurance audits and tracking of related management action plans
  • Provide additional support at Internal Audit’s direction.
    • Support Government Affairs Operations
  • Responsible for ensuring timely submission of lobbying attestations, certifications, and related filings.
  • Responsible for regularly reviewing the results of state bill tracking service with Avalon’s VP, Gov Affairs, Public Policy; provide interpretive assistance with respect to bills possibly relevant to Avalon and/or its clients; triage relevant bills and obtain internal stakeholder feedback; assist Avalon’s VP, Gov Affairs, Public Policy with written analysis as requested.
    • Assist Government Affairs production of written materials in support of its lobbying and related activities

    Director, Legal Operations – Minimum Qualifications:

    • Bachelor’s degree. May consider relevant work experience in lieu of a degree.
    • Compliance certifications or will consider individuals currently working to attain such certifications.
    • Expert knowledge of the health care industry and applicable laws and regulations.
    • 10+ years’ health care legal or compliance experience.
    • 10+ years’ experience with conducting or supporting internal and external audits.
    • Strong working knowledge of laws, regulations, and related matters relevant to the operations of health plans.
    • Experience developing and deploying: risk and compliance systems; contracting processes including contract reviews; internal auditing; legal department administration; compliance program requirements; and government affairs support.
    • Excellent interpersonal skills with ability to maintain effective working relationships with all levels of management and ability to excel in a team environment.

    Director, Legal Operations – Preferred Qualifications:

    • 10+ years general experience in either healthcare organizations, preferably within or involving managed care plans.
