As Construction Manager, you’ll help strengthen THA’s buildings, systems, and long-term assets – ensuring our properties are safe, functional, and welcoming for the residents who call them home.

The Construction Manager plays a key role in planning and managing construction and Capital projects across THA’s residential and commercial portfolio. This work directly supports THA’s mission by managing construction activities, overseeing project quality and compliance, and coordinating with staff, contractors, and key stakeholders throughout each project.

What You’ll Do:

  • Lead the planning, scheduling, and execution of capital projects across THA’s portfolio, ranging from small residential improvements to mid-sized commercial renovations.
  • Develop scopes of work, defining project timelines, and support/coordinate with Facilities and Asset Management and Real Estate Development (AMRED) teams.
  • Manage procurement processes including bidding, contractor selection, RFP review, and contract oversight.
  • Work closely with architects, engineers, and consultants to ensure project designs align with THA expectations and regulatory requirements.
  • Create, follow, and maintain a highly ordered system of project management, scheduling, and record keeping.
  • Monitor project progress to ensure work stays on schedule, within scope, and within approved budgets.
  • Oversee quality assurance and ensuring compliance with all specifications, drawings, codes, and regulations.
  • Conduct field inspections, documenting progress, managing scope changes, and providing updates to leadership and stakeholders.
  • Communicate construction impacts, project schedules, and expectations clearly and respectfully to residents, staff, and community members.

Who You Are:

  • Bachelor’s degree in business or public administration, engineering, architecture, urban planning, construction management, liberal arts, or related field; relevant experience may substitute.
  • 5+ years experience working with physical assets, maintenance practices, problems, materials, and general construction trades.
  • 5+ years of experience in planning, design, or construction activities involving rehabilitation or development of residential, multifamily, or commercial buildings.
  • Project Management Professional (PMP) certification highly desirable.
  • Extensive knowledge of building and construction trades, contract, construction payroll, budgets, timelines, and cost estimating.
  • Working knowledge of public housing standards and housing quality standards (National Standards for the Physical Inspection of Real Estate NSPIRE).
  • Knowledge of building codes, safety laws, inspection techniques, and contract monitoring; ability to read blueprints and construction documents.
  • Highly organized, detail oriented, and able to manage competing demands in a fast paced environment.
  • Ability to manage competing demands and meet productivity standards while handling frequent changes, delays, and unexpected events.
  • Strong communication skills and ability to work effectively with groups and individuals from a wide range of backgrounds.
