Position Overview
Support AITC in its’ efforts to procure materials, equipment, supplies and services of a highly specialized and complex nature based on program-specific requirements and specifications.
Support AITC in its’ effort to provide support related to the procurement life cycle (not limited to) Proposals, Non-Disclosure Agreements (NDAs), Purchase Order Negotiation, Purchase Orders and Closeout based on program-specific requirements and specifications.
Responsibilities / Duties
- Participates in the development negotiation, and administration of assigned NDAs, Purchase Orders and other related agreements in accordance with client requirements and AITC policies and procedures.
- Ensures timely processing of purchases order negotiations for fair and reasonable pricings as well as terms and conditions with assistance from peers or management and input from relevant stakeholders.
- Develops purchase orders in accordance with specifications, requirements, statements of work, task orders and request for quotes.
- Leads procurement activities and assigned commodities required for the sourcing of complex programs for material, software, and services.
- Helps develop, support, and execute sourcing strategies based on existing and forecasted spend, demand and supply challenges and marketplace conditions, ensuring alignment with AITC objectives.
- Prepares/reviews proposals, develops evaluation criteria, selects, or recommends suppliers, creates electronic purchase orders (ePO), prepares awards and administers resulting purchase orders.
- Negotiates additions, deletions, or modifications to purchase orders and resolves invoicing issues.
- Follows and executes established, approved procurement policies and procedures to provide the best value consistent with quality and service requirements while maintaining good supplier relations.
- Creates and maintains compliant audit files in accordance with customer requirements and AITC policies and procedures.
- Generates reports on purchase order activity as required. Participates in special projects as required.
This role emphasizes vendor engagement, management, development, in addition to negotiating and ensuring compliance to high value/complex contracts. Must be able to be an effective communicator internally and externally, build mutually beneficial relationships, willing to advance their knowledge of procurement compliance, and proactively adopt best practices and support new initiatives.
Minimum Requirements
- Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.
- Experience in buying across various commodities (electronics, IT equipment, cables, PPE, audio visual equipment)
- Proven Experience using the US Army CHESS Program
- Demonstrated ability to resolve contractual and performance issues with suppliers.
- Project / Vendor Management
- Financial Acumen
- Knowledge of FAR and DFAR regulations and the nature of flow down requirements.
- Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation
- Understanding/knowledge of CPSR audits and requirements.
- Comprehensive understanding of contractor solicitations and bid analysis/process.
- Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).
- Bachelor’s Degree, in one of the following areas: Business Administration, Finance, Supply Chain, Marketing or related discipline, or equivalent experience. MBA preferred.
Preferred Skills/Knowledge
- Familiarity with ISO 9001 and CMMI requirements
- Contract Administration / Management
- 4 plus years’ experience in operations, supply chain, procurement.
- Professional Supply Chain Certification: C.P.M., C.P.S.M., P.M.P.
Physical Demands
- Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards.
- Must have the ability to lift and carry up to 10 pounds occasionally and walk short distances.
- Repetitive motion.
- Substantial movements (motions) of the wrists, hands, and/or fingers.
- Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
