The Facilities and Housing Supervisor is responsible for the safe, clean, accessible, and cost-effective management of facilities, housing, vehicles, and related equipment. This role includes overseeing housing operations, coordinating maintenance, and leading a facilities team focused on customer service. The Facilities and Housing Supervisor will also support the Mission, Vision, and Values of East House in all interactions.

Responsibilities

Facilities Operations

  • Ensures all East House properties are safe, clean, and maintained in compliance with OMH, OASAS, and/or HUD standards.
  • Coordinates upgrades and repairs to properties, including planning, funding, vendor selection, and project management.
  • Maintains an approved vendor list for facilities and housing management.
  • Supervises and schedules maintenance staff and vendors for timely repairs and preventative maintenance.
  • Maintains comprehensive records of facility repairs, improvements, and inspections.
  • Collaborates with program staff to address facility needs and enhance client living environments.
  • Oversees the repair, maintenance, and utilization of agency vehicles.
  • Supervises maintenance and housing staff to ensure high customer service and effective team collaboration.
  • Continuously improves processes to enhance quality, service, and cost-efficiency.
  • Develops and maintains relationships with program and functional staff to support an efficient maintenance program.
  • Collaborates with the Director of Facilities and Property to address agency-wide facilities and housing needs.

Housing Operations

  • Ensures housing units are well-maintained, safe and accessible for clients.
  • Coordinates activities of Property Management Assistant(s) and program staff to ensure apartments are move in ready.
  • Safeguards that regular property inspections are properly conducted and all issues or deficiencies are promptly addressed.
  • Maintains inventory of apartment furnishings and partners with programs to order new furnishings as needed; ensures that all transactions are performed in accordance with organization and regulatory requirements.
  • Collaborates with East House programs to develop processes that lead to property related efficiencies.

Leadership & Collaboration

  • Supervises facilities and property management staff, providing training, guidance, and performance feedback as necessary.
  • Partners with the Director of Facilities and Property to optimize purchasing and cost control strategies.
  • Maintain relationships with vendors, contractors, and suppliers to ensure cost-effective and timely services.
  • Provides consultation to management when requested on the effective use of space within East House facilities and housing units.

Other Duties

  • Follows all applicable policies, federal and state laws, and East House compliance standards.
  • Collaborates with the Office of Ethics, Compliance & Quality to address non-compliance, and document corrective actions.

Qualifications

Required Education & Experience

  • Minimum of high school diploma or GED required.
  • Associate's degree in Facilities, Property Management or related field preferred.
  • Technical/trades training or experience in HVAC, electrical, carpentry, plumbing, or related fields strongly desired.
  • Experience in lieu of education may be considered.
  • 3-5 years' experience in Facilities Management, especially in group home or apartment settings.

Other Skills/Knowledge/Experience

  • Strong attention to detail with exceptional time management and organizational skills.
  • Excellent interpersonal and communication skills; capable of building strong relationships with staff, clients, landlords, and vendors.
  • Demonstrated creative problem-solving skills.
  • Exceptional communication (verbal and written) skills.
  • Capability of working both independently and as part of a team.
  • Competency in Microsoft Office (Word, Excel, Outlook) and experience in payroll software like Paylocity or ADP, strongly preferred.

Licenses/Certifications:

  • Valid NYS driver's license in good standing and access to a personal vehicle for work-related tasks.
  • HVAC, electrical, carpentry, plumbing, or related certification highly desired.
  • OSHA and safety certifications a definite plus.

Working Conditions/Work Environment

Traditional office environment. Occasionally subjected to pressure due to time demands. May have to travel to various program locations which may not be accessible for individuals with reduced mobility.
