The Urban Flood Safety & Water Quality District (UFSWQD) is seeking a highly motivated and skilled Contract Administrator III to join our mission-driven team. Essential Duties
The Contract Administrator III position is responsible for the administration of contracts, ensuring that contract agreements are appropriately drafted, negotiated, and executed. This position works independently, conferring with the supervisor on complex or unusual matters. The work is varied and moderately complex, requiring analysis, integration, and creativity. Assignments are broad in nature and this role requires sound decision-making and independent judgment. Business communications outside the department are frequent.
- Works independently performing the coordination of the Procurement; procurement process selection, document drafting and review, solicitation, proposer inquiries, bid opening, evaluation, awards, and contract execution.
- Drafts contract documents using approved templates in accordance with public contracting laws and the District’s LCRB rules, in conjunction with legal counsel.
- Approve, negotiate, and finalize all Contracts and/or task orders
- Presents procurement recommendations to District boards as needed
- Collaborates with all departments to procure a variety of goods, personal services, professional services, and public improvement and construction services.
- Serves as a technical resource on internal contracting procedures to staff.
- Serves as an expert in federal and state procurement processes
- Responsible for resolving problems with other groups and representing the procurement work team.
- Provides supervision and support for junior personnel.

Administration
- Manage the procurement process
- Ensure procurement process meets LCRB established rules
- Collaborate with staff on procurement projects
- Responsible for documentation of compliance with contract terms, including “Certificates of Insurance”, Bonds, and other documents as necessary
- Maintain Contract files and related documentation
- Train staff on procurement and contract process and regulations
- Promotes procurement opportunities in the business community, including encouraging bids from minority-owned, woman-owned, or emergency small businesses (MWESB).
- Manages contract and intergovernmental relationships and assists in contract negotiations as requested by the project manager or determined by business needs.

- Complete required Incident Command System training
- Ensure procurement department coverage to provide 10-hour response time during flood season when the Columbia River elevation at the Vancouver Gage is at 17.2’ or above.
- Adhere to workplace safety rules and regulations
- Occasional weekend and evening shifts may be required.
- Some travel may be required to attend conferences and events.

Knowledge of:
- Microsoft Office, Outlook, Excel, Word, Teams, and SharePoint
- Adobe software, including Acrobat and other cloud applications as needed
- Possesses and applies a broad knowledge of principles, practices and procedures of field of specialization, often viewed as a technical expert
Ability to:
- Think creatively to problem solve
- Work collaboratively with other staff and stakeholders
- Effectively organize and prioritize
- Communicate professionally, effectively, and in a sensitive manner in verbal, written, and electronic formats.
- Read, understand and write complex documents.
- Maintain filing, record keeping and tracking systems
Education, Experience, and Special Requirements:
- Bachelor’s degree in an applicable field or equivalent experience determined at the discretion of the hiring manager
- 5-6 years directly related professional experience
Working Environment: General office environment, sitting, occasional lifting. This position is not considered safety sensitive. This position is expected to work during regular business hours to provide support to departments. This position is eligible for hybrid work if authorized under district policies and procedures. The District reserves the right to change the hybrid telework policy.
