Position Title: HR Administrator
Reports to: Human Resources Director
Primary Location: Georgetown – (incumbent may be transferred or asked to report to any of LRHC’s locations based on the needs of the organization)
Wage Classification: Exempt
Job Summary
provides vital administrative and operational support to the Human Resources Team. The HR Administrator ensures seamless daily operations, including on/off boarding, payroll, benefits documentation and HRIS maintenance.

HR Operations
- HRSA Standard Alignment: Ensure all employment files, background checks, and documentation comply strictly with Health Resources and Services Administration (HRSA) guidelines.
- Benefits & Onboarding: Conduct comprehensive new-hire orientations, administer employee health benefits, and lead annual open enrollment.
- Data Management: Maintain strict data integrity within the Human Resources Information System (HRIS).
- HR Metrics Tracking: Monitor and report on key recruitment metrics like time-to-hire, cost-per-hire, and annualized turnover rates.
- Payroll: assists administers bi-weekly payroll

Education and/or Experience:
- Required: Bachelor’s degree in Human Resources Management or Business Administration or a closely related field preferred.
- Experience: Minimum of 1-2 years of progressive experience in HR Administration preferably in a healthcare setting (Federally Qualified Health Center [FQHC] experience is highly desirable).
- Regulatory Knowledge: Working knowledge federal labor laws (FMLA, ADA, FLSA, EEO) and Delaware State Employment law.
- Technical: Proficiency utilizing HRIS systems and modern Applicant Tracking Systems (ATS).
Language Skills:
Bilingual (English/Spanish) preferred

- Wide range of office equipment.
Mental/Physical Requirements:
Frequent sitting or standing for long periods while using a computer. Regular walking within the clinic to coordinate with staff. Must be able to lift or move up to 15–25 pounds and occasionally push.
